MEMORANDUM FOR: SECRETARY OF STATE
SUBJECT: New Action Program for Cyprus
The President is concerned over reports that we may be headed
for trouble in Cyprus. He feels we should do all we can in
cooperation with the Guarantor Powers to prevent a showdown
between the Greek and Turkish communities.
He would like the Department of State to provide him by
28 October with its recommendations on what measures might
be taken to this end.
