Action Requested: None. 2. Background: In the material I sent to you on Friday concerning Congressional action on our FY 79 budget request, I promised you three point papers for NFIB on Tuesday. The three papers are attached, as well as a suggested outline of the discussion. As you discuss the appeal with NFIB, you should keep two points in mind: o We technically do not know precisely what we are able to appeal, nor will we until the HPSC(I) report is in hand; and o We have an a reement with 0MB to forgo appeals on about I :!t to offset the money be(ng requested in the budge amen ment. 3. I think you want to say something like the following: o I think it is important to reflect Community priorities in the appeal. It is important for me to know your priorities. o I have read the responses you submitted last week. o We can't appeal formally until the HPSC(I) reports But, we have good information on everything except the House report language.
