MEMORANDUM FOR: Associate Deputy Director for Intelligence
SUBJECT . Request to Participate in a Conference on Latin
America at Saint Mary of the Woods College
1. Attached are two letters from Professor John Hoyt Williams,
associate professor of History at Indiana State University, inviting
me to attend a conference on "Latin America in the 1970's and 1980's"
to be held at Saint Mary of the Woods College in Terre Haute, Indiana,
on 20 March 1976. Professor Williams would like to have a specialist
on Latin America from the Intelligence Community participate with
other Latin American experts from academia, and possibly from other
government agencies and Latin American embassies in the US (e.g.,
Brazil), in a day's discussion of Latin American social problems, the
changing role of Latin America in a world con xt, and future US-Latin
American relations. he has specifically
indicated he would welcome my participation as a Latin American analyst
from OPR.
2. I would like to accept Professor Williams' invitation. The
themes to be discussed at the conference are very much in line with my
and OPR interests in projecting future trends in Latin America. The
conference's sponsorship, themes, and atmosphere appear, moreover, to
be well suited to the projection of a favorable image of the Agency and
its efforts to further its academic "outreach."
3. I do not intend to present a paper, nor would I present or
discuss classified material, at the conference. I would expect, however,
to be an active discussant with other participants on themes and papers
'raised at the conference's sessions. I would also like to tell Professor
Williams that I would be willing to contribute specific comments on any
particular paper he might choose to send me in advance. At all sessions
