Port security is an essential element of U. S. internal security programs. National Security Action Memorandum 161, dated June 9, 1962, places responsibility on the Attorney General for insuring the development of plans, programs and action pro- posals to protect the internal security of the United States, working in collaboration with the other Departments and Agencies of the Government having responsibility for internal security programs. The Attorney General is therefore generally responsible for in- suring that adequate plans and programs exist and are carried out to maintain the security of the U. S. ports and vessels therein, and that sucn measures are properly coordinated with other programs designed to protect the internal security of the United States. 2.
