SUBJECT: Upper-level Position Authorizations
1. Recently you received approval from Mr. Helms of the
Fiscal Year 1967 personnel allocations for the components in your
Directorate. Also, a specified number of positions GS-14 and. above
were authorized consistent with the approvals received in the Agency's
allowance letter from the Bureau of the Budget.
2. Provision of an allocation for the GS-14 through GS-18
positions by Directorate is designed. to provide you with greater
flexibility in administering and controlling the senior positions. Revision
of your current staffing complements to reflect increases in upper-
level positions resulting from your FY 1967 allowance will, of course,
be subject to the regular position classification review and approval
procedures.
3. The Director of Personnel is presently revising the handbook
on the over-all subject of personnel ceilings and position allowances
and will codify therein the ground rules with respect to Agency control
and classification procedure involved in establishing positions at grades
GS-14 and above. Pending publication of the handbook on this subject,
the Director of Personnel will issue interim procedural instructions.
