Mr. Latimer said that he wou i e to have a pub is
statement from CIA denying the press allegation of CIA support
sta guerrillas in Nicaragua. After checking with
O/PA/DCI, I told Mr. Latimer that it is Agency
policy not to make public statements on this sort of allegation
and that was the reason why I had couched the original statement
to him in terms of Committee findings that there was no truth

9.. LIAISON Spoke with Earl Eisenhower,
Senate Select committee on Intelligence staff, and arranged for
him to be at Headquarters on 5 October at 9:30 a.m. along with
staff members David Shaw and Jean Evans to review Agency files
on I showed Eisenhower a reference in the
Co ee report on the MKULTRA program to a staff interview
with Dr. Harold Abramson and asked whether that summary could
be made available to the Agency. I explained to Eisenhower the
purpose of the request, i.e., that we were attempting to locate
possible subjects of the MKULTRA program and thought this summary
might be of assistance. Eisenhower said before the Committee
would show it to the Agency they would have to have Dr. Abramson's 25X1
approval. I suggested an alternative of Committee staff reviewing
the summary and telling us any information which might help us
find any of these people. Eisenhower agreed to this annroach. ,
LIAISON Met with Ken deGraffenreid,
Senate Select Committee on Intelligence sta set 6 October 25X1
at 3:30 p.m. for his meeting with OGC, regarding
the Patent Secrecy Act. Abram Shu s y, also o t e Committee
staff, will also attend.

private citizen, who had been referred to this office
by Angelo o evilla on the staff of the Senate Select Committee
on Intelligence. I Iwas concerned about the microwave
and shortwave materials being targeted at his mind and body. It
took me about twenty minutes to convince that there
was nothing that the CIA could do for him In this regard
much as we might sympathize with him for the pain that he was
undoubtedly experiencing.
23. (Unclassified - RJK) LIAISON Hans Binnendijk and Norm Clyne;
Senate Foreign Relations Committee staff, and Bruce Van Voorst
of Senator Richard CLark's (D., Iowa) staff, visited Headquarters
for a briefing on European arms export industries and a relnt-l
rundown. on the arms export situation in the Soviet Union,
and Brazil. The briefing was in preparation for a trip
Mr. Binnendijk will be making after Congress adjourns. 25x1
24. (Unclassified - RJK) LIAISON Spoke with Jim Locher,
Senate Armed Services Committee staff, concerning a report
that he intends to send out and whether to include the name of
one of our station chiefs. I suggested to him that it would
be better to omit our officer's name from the list because of
cover reasons.. Mr. Locher agreed and said that he would
delete the name.

International RP.Intinnq ittee staff, visited Headquarters fg
a meeting with Chief Salt Support staff, to discuss
the unclassifie paper on strategic monitoring which Mr. Frank
has been supervising.

on Intelligence, on impending action in thprogram. 25x1
Mr. Latimer recalled that the matter had come up efore and was
discussed in great detail. He had no difficulty with the program.

Committee staff, the impending action of the rogram.25x1
Neither Mr. Ticer nor Mr. Roberts were on the Committee staff
when we briefed the Committee previously on the essential points
of the program and the impending actions. Mr. Roberts mentioned
in passing that Senator Harry Byrd (I., Va.) might wish to
call for a briefing of the details of the Kampiles case.
28. (Internal Use Only - GMC) LIAISON Took a series of
phone calls from Mike Glennon, Legal Counsel, Senate Foreign
Relations Committee, concerning various matters related to the
Subcommittee on International Operations' investigation of
foreign intelligence activities in the U.S. See Memo for Record.
