to Elliot Maxwell, Senate Select Committee on Intelligence staff, and Walt
Sheridan, on the staff of the Subcommittee on Health and Scientific
Research, Senate Committee on Human Resources, the unclassified
10th release of the BLUEBIRD/ARTICHOKE documents.
2. LIAISON House Select Committee on
Assassinations staffers visited Headquarters to review Agency material.
3. LIAISON Met with Michael Goldsmith,
Bob Genzman, Howard Leap, all of the House Select Committee on
Assassinations staff conducting the Kennedy phase of the investigation,
who raised several problems they are having with a number of requests.

4. LEGISLATION Received a call from Bob 25X1
Carlstrom, OMB, concerning my request for amendments to the Federal
Tort Claims Act proposed by the Department of Justice in November 1977.
Mr. Carlstrom said he had no record of any such amendments and assumed
the Justice letter referring to them was in error and actually meant
September 1977 amendments.
5. LIAISON Ms. Diane Williams, on the
House Government Operations Committee staff, called to request a copy

7.1 1 LIAISON Steve Watson, an intern in the 25X1
Office of the Speaker, Representative Thomas P. O'Neill (D., Mass.),
called to request an unclassified briefing on Eurocommunism and
U. S. relations with After checking with NFAC/CSS, 25X1
I called Steve back and told him that any meaningful briefing on this
subject would have to be classified or, if unclassified, would duplicate
what he has already heard from the State Department. He understood 25X1
and said that he had already run into the problem of getting the same
information from different agencies.
8. LIAISON Alan Van Egmond, on the 25X1
staff of Representative Don L. Bonker (D., Wash.), called to request
some information for the Congressman in connection with a press
conference he was planning to hold tomorrow on the U. S. policy in
the Horn of Africa. He asked whether we could provide information
on the effect that so many Cuban forces serving in Africa are having
on the domestic situation in Cuba. After checking with 25X1
NFAC/CSS, I called Van Egmond back and explained o him 25X1
that an answer to his question would involve very highly classified and
sensitive information. He accepted this and countered by saying that
he would like a briefing on the Horn of Africa for the Congressman.
I told him we would see what could be arranged and contacted NFAC/CSS
to make tentative arrangements but, in Van Egmond's absence later in
the afternoon, was advised by the Congressman's personal secretary
that he would have no time for a briefing for the remainder of this
week and she would call us on Tuesday, 14 March, to see whether a
briefing could be arranged for him during that week.
9. I I LIAISON Sent by courier to Representative
William R. Cotter (D., Conn.) a letter signed by the Director, dated today,
regarding his inquiry requesting information on the first Prime Minister
and last President of Latvia, Karlis Ulmanis (OLC 78-0564/a).

11. LIAISON Per his request, sent via 25X1
courier to William Richmond, in the office of Representative Frederick W.
Richmond (D., N.Y.), the following documents: "Directory of USSR Foreign
Trade Organizations and Officials, " "USSR Ministry of Foreign Trade, "
"The USSR Leadership: Party and Government, " "USSR Ministry of
Agriculture, " "Soviet Economic Problems and Prospects, " "World Steel
Market Continued Trouble Ahead, " "Organization and Management in the
Soviet Economy: The Ceaseless Search for Panaceas, " and "Soviet 1
Commercial Operations in the West. " Mr. Richmond said that before the
Congressman's trip to China we had sent him various material on China and
he wanted the same materials on the USSR, if possible, for the purpose of
comparison of the USSR and China. Mr. Richmond also asked for material
on human rights and religious persecution; after checking with 25X1
NFAC /CSS, office, I told Mr. Richmond that we had nothing 25X1
on these subjects.
12. I I LIAISON Received a call from Diane
Williams, on the staff of the House Government Operations Committee,
requesting a copy of a letter from the Deputy Director for Administration,
transmitting a report on the Agency's activities under the FOIA during
the calendar year 1977, addressed to Thomas P. O'Neil, which was referred
to them. F7 7 of our office, will follow up.
13. LIAISON Received a call from
Jeanne McNally, secretary to Tom Latimer, Staff Director, House
Permanent Select Committee on Intelligence, who wanted to confirm the
dates and times the Director would be briefing the Committee. I confirmed
the following appointments: 15 and 17 March, from 9:00 a. m. until 12:00
noon on both days.
14. CONSTITUENT Received a call from Diana, 25X1
in the office of Senator John Durkin (D. , N. H. ), who had a constituent request
for a tour of the CIA. I told her that the Director decided not to have public
tours of the Agency and gave her some of the reasons mentioned in the
Public Affairs release of 4 November 1977 on the subject.

19. 1 1 LIAISON Mike Hershman, on the staff
of the House International Relations Subcommittee on International Organi-
zations, called in reference to his request for an Agency witness to appear
in open session before the Subcommittee on 15, 16, 20, or 21 March. He
said it was Chairman Donald M. Fraser's (D. , Minn.) desire that CIA
provide a witness to counter the testimony of a former FBI agent and
he needed a response right away in order to plan for the hearing. He
also indicated that if we could not get back to him with a response within
the next day or so that Chairman Fraser would probably call Admiral
Turner directly on the matter. I told him I would look to see where the
matter stood and get back to him later in theor the following day.

1. LIAISON Met with Pat Norton, Senate 25X1
Select Committee on Intelligence staff, and informed him that the Agency had
given the staff of the Subcommittee on Energy and the Environment, House
Committee on Interior and Insular Affairs, access to documents relating to
NUMEC which had previously been provided to JCAE. Norton asked me
to check on the story in the Washington Post on NUMEC which said that
former President Johnson had ordered former Director Richard Helms to
not disseminate information on NUMEC. Norton said he had met with
Agency representatives on this case and had asked that specific question,
and was told there was no high level instruction regarding limiting
dissemination. Norton asked me to clear this up for him.
2? LIAISON Met with Bill Miller, Staff Director, 25X1
Senate Select ommittee on Intelligence, and Earl Eisenhower, of the
Committee staff, and showed them the New York Magazine article entitled
the "War of the Moles, Continued, " and pointed out the reference to information
provided by a "Senate source with access to intelligence oversight. " Both
Miller and Eisenhower were quite concerned at this reference and agreed
to look into the matter.

returned to the Agency about the middle of February. Using the information
she provided, I did succeed in locating the documents.

Mike Epstein, both of the Senate Select Committee on Intelligence staff,

5? LIAISON Met with Ed Levine, Senate
Select Committee on Intelligence staff, who asked me whether any current
Agency assets were involved in the Anatoliy Shchransky case. Levine
said he did not believe there were but there was some confusion within the
Committee on this. He also asked me for a report on the Time magazine
article on the. case, specifically, who had put out the story. He also said
he would like a damage assessment if one was available.

6? LIAISON Met with John Elliff, Senate 25X1
Select Committee on Intelligence staff, and obtained from him the Committee's
draft report on S. 1566, electronic surveillance legislation. Elliff said he
would like to meet with an Agency official regarding the turmoil the Royal
Canadian Mounted Police are currently undergoing, and whether these
troubles have any effect on U. S. security. In addition, he said Senator Birch
Bayh (D., Ind.), Committee Chairman, was personally concerned about
the Edward J. Epstein story and had asked Elliff to find out about it. Elliff
would like to meet with an Agency official to discuss the book.
7. LIAISON Met with Don Sanders, Senate Select
Committee on Intelligence staff, who delivered to me the report of the
Subcommittee on Special Investigations on CIA activities 25X1
Sanders said he had given us a copy of everything except the recommendations,
and had withheld these only because he wants the Subcommittee to discuss them
first. Sanders needs our comments on the report by 15 March as the
Subcommittee will meet on it on 17 March.
Sanders also reminded me that he needed the Agency's damage
assessment on the recent leaks on Panama by COB tomorrow. Also, Sanders

8. LIAISON Met with Stan Taylor, Senate 25X1
Select Committee on Intelligence staff, who brought me up to date on the
Committee's inquiry into Intelligence Community capabilities against
international terrorism. He said 20 March would be fine for a briefing
by LA Division on their anti-terrorism activities. He said he had already
asked NFAC for examples of terrorism reports and asked me to get
similar material from the DDO.
On another subject, Taylor said he had had an excellent meeting
with OWI, on Soviet ability to detect U. S. nuclear submarinei5X1
Taylor said he would be meeting with Senator Jake Garn R Utah) this week
on the matter and that Garn might want to be briefed by s well. 25X1
9. LIAISON Met with Hal Ford, Senate Select 25X1
Committee on Intelligence staff, and informed him per the request of
John Waller, IG, about the inaccuracy in a statement made by Frank Snepp
on a recent media program, Firing Line. Waller's views are consistent
with Ford's. We also discussed more generally the Committee investigation
of the Snepp case and Ford informed me that he had already circulated the
draft of his conclusions on the Snepp matter and thought they would be ready
to send to the Agency in about two weeks. He did indicate that he had found
no evidence to support two of Snepp's allegations, that the Saigon Station
held up reporting on corruption in the ARVN, and that the Station had
25X1 improperly held up a cable of Snepp's regarding plans for a North Vietnamese
attack on Saigon.
10. I I LIAISON Received from Bernard Fortman,25X1
GPO printer who works with the Senate Select Committee on Intelligence, a
copy of the Director's testimony before the Subcommittee on Secrecy and
Disclosure on 1 March. Fortman said the hearings would be printed and
requested our review of the transcript.
12. LIAISON Delivered to Dennis Phelan, on
the staff of Senator Bob Packwood (R., Ore.), a 1975 DDI report on the
