" After checking with the Congressional Support Staff, I called Mr. Walters back and told him that the 1977 issue had not been released yet. He thanked me for my help. LIAISON Received a call from Tom Hipple, in the office of Representative Andrew Jacobs, Jr. (D. , Ind. ), requesting a wall size map of Africa, one that shows railroads, rivers, ports, etc. After checking with the Map Library, I told Mr. Hipple that one would be sent to him in a day or so. LIAISON Took a call from Roy Werner, on the staff of Senator John Glenn (D. , Ohio), who asked that they be taken off the list to receive the Eastern Europe FBIS Daily Report and added to the list to receive the Asia and Pacific FBIS Daily Report. Mike Glennon, Senate Foreign Relations Committee staff, called asking for information on how to go about getting clearances for himself and one other person on his staff in connection with Senator George McGovern's (D. , S. Dak.) investigation of activities of foreign intelligence services in the United States. After discussing the matter with Mr. Cary, I called him back and set up a meeting in Mr. Cary's office for 1:30 p. m. , Monday, 13 June, at which Glennon will be able to outline his objectives and Mr. Cary and I of this office, will discuss procedures, including clearances, with respect to the investigation. LEGISLATION Larry Miesse, in the Office of Legislative Affairs, Department of Justice, called asking if we had any written guidelines on supplying information to Congress. I discussed the matter with him and essentially told him that we had written guidelines in some areas, such as investigations, but that in other areas guidelines were unwritten. Justice is apparently tooling up for providing information to Congress and is calling a number of agencies to determine what their procedures are. 11. BRIEFING Ralph Preston, House Appropriations Committee staff, called stating that 'Representative Gunn McKay (D., Utah) had requested the briefing on North and South Korea for 4:30, Tuesday, 14 June, in Room B-300 Rayburn Building. will also sit in. of of the Committee staff Bob Nicholas , , this office, is checking Nicholas' clearances. Preston said that Representative McKay's Administrative Assistant had asked to sit in but Preston told him that it would not be possible. LIAISON Sent via courier a letter from I I of this office, to Rick Grawey, staff member of the House Government Operations Committee, who, on behalf of Chairman Jack Brooks (D., Texas), has been following the problem of eligibility of reemployed CIARDS annuitants for further retirement benefits, explaining the Agency's handling of the Civil Service Commission's new ruling concerning our retirees. 17. LIAISON Received calls from the following individuals requesting information about CIA tours: Mary, in the office of Representative Bill Young (R., Fla.) and Margaret Foster, in the office of Senator Robert P. Griffin (R., Mich;, ). I told them that nothing had been confirmed yet but hopefully the tours would begin in July and we would put their names on a list and would be back in touch as soon as we had firm information. 18. LIAISON Called Stephanie Larsen, on the staff of Representative James Weaver (D., Oreg.), in answer to her request for CIA studies on energy supplies in the USSR. I told her I would send her two studies: "Prospects for Soviet Oil Production" and "The International Energy Situation: Outlook to 1985." 19. LEGISLATION Took a call from Bill Newell, on the staff of Representative Norman D'Amours. (D., N.H.), who asked about S. 1539, the Senate Select Committee on Intelligence authorization bill. He asked about the degree to which the bill would require the Agency's budget to be broken out. I told him that the bill calls for a classified report to be issued and that other than that the bill requires no disclosure of the Agency's budget. LEGISLATION Talked at length to Bill Ashworth, House International Relations Committee staff, about the Derwinski amendment, especially the provisions for reporting personnel strength and verification ability. He was very appreciative of my comments and said he would pass them along to others involved in working on the amendment. 25X1 22. CONSTITUENT Frank Godfrey, of the Congressional office of Representative Thomas P. O'Neill (D., Mass. ), called on behalf of a constituent who had earlier asked. through Mr. O'Neill's office for information on FBIS. (See Addendum to 3 May 1977 Journal.) The one-page summary sent at that time did not suffice. Godfrey said he gathered that the constituent is a short-wave radio operator who really wants some advice on how to get Uganda and other far-away countries. Godfrey accepted the suggestion that he ask for a letter from the constituent specifically stating what the constituent wants, for forwarding to us and an appropriate FBIS answer. 23. I CONSTITUENT Kathy, of the office of Representative Richard Kelly (D. , Fla. ), called on behalf of a constituent who had seen a newspaper article (not further identified) indicating that CIA is recruiting soldiers to fight in Zaire; is it true, I said no. That satisfied her inquiry. LIAISON Talked with Sam Hoskinson, NSC staff, to tell him of the work we were doing in reviewing possible alternatives between an executive order, reorganization plan and legislation as far as intelligence reorganization and charters were concerned. I told Hoskinson that we would probably be preparing a paper for the Director on this subject in anticipation of his meeting with the SCC next week. 5. I I LIAISON Received word indirectly from the Director that during their appearance before the Senate Foreign Relations Committee today, General George Brown, JCS, and Assistant Secretary of State Habib were confronted with a memorandum prepared by the Senate Foreign Relations Committee staff, presumably on the basis of the briefing that the Agency had given several members of that staff earlier in the week. LIAISON Called Mike Epstein, Senate Select Committee on Intelligence staff, and referenced the Director's conversation with Senator William D. Hathaway (D., Maine) where the Senator asked whether the Constitution requires that any publicly released figure be the actual figure for expenditures for intelligence activities, rather than an authorization or appropriation figure. I told Epstein that our General Counsel concluded the Constitution is not a factor and that therefore which figure should be released is strictly a policy question. Epstein said he didn't think Senator Hathaway would need a letter on this since the Committee had received a similar opinion from the Justice Department. Approved For Release 20051;11123::.
