LIAISON Received a call from Lana, of the office of Representative Samuel S. Stratton (D., N.Y.), requesting employment information for a constituent. A secretarial employment package was forwarded to her by I of this office. 3. LIAISON Jim Matthews, of the office of Senator Harrison A. Williams (D., N. J.), called to request a copy of an Agency publication, "Prospects for Soviet Oil. Production. " A copy was forwarded to him. 4. LIAISON John Swanner, Staff Director, House Committee on Standards of Official Conduct, called regarding information in a publication entitled "Review of the News" in their April 27 and May 4 editions concerning information reportedly found in Orlando Letelier's briefcase involving members of Congress. Swanner asked me if I could check and see if the Committee should look into these reports. I told him that this appeared to be a purely domestic matter but I would check and be back in touch with :him. 5. LIAISON Scott Cohen, Executive Assistant to Senator Charles Percy (R., Ill.), called on behalf of the Senator and said that the Senator would like to look at the information we have on several world leaders whose names he will provide. LIAISON Called :Representative Daniel Flood (D., Pa.) to tell him that we had talked with Charles Snodgrass, House Appropriations Defense Subcommittee staff, about the workmans compensation type payments made to disabled participants in the Bay of Pigs or survivors of such persons and that if he (Flood) had any questions about this program, which is a very complicated one, we would be happy to meet with him. Mr. Flood was extremely pressed for time and asked that I check with Henry Neil, Staff Assistant, House Appropriations Subcommittee on Labor, Health, Education and Welfare, to be sure he was informed. I told the Congressman that we had briefed Neil on this subject and later found that this was not the case. (See follow-up item on this.) 8. LIAISON Called Danny Childs, Senate Select Committee on Intelligence staff, to check with him on procedural aspects of the Select Committee's authorization process. Childs said that a classified letter would be going to the Senate Appropriations Committee this afternoon with copies to the other intelligence oversight committees and to the DCI. In response to my question, Childs said that the open budget issue will not be taken up as part of the Committee" s action in reporting an authorization bill to the full Senate. This issue will be raised at a later time. Consequently, there will be no dollar figure in the Committee's report or bill. I arranged forl Congressional Support Staff, office to put him on distribution for the publication, "International Oil Developments: -Statistical Survey." The room number is 439 Cannon House Office Building. This publication is unclassified and comes out bi-weekly. 10. FBIS In response to his request, I called FBIS and ordered a subscription to the Asia/Pacific and Western Europe and Eastern Europe books for Ray Werner, in the office of Senator John Glenn (D., Ohio), room 204 Russell Senate Office Building. 13. LIAISON Received a call from Grover Smith, personal staff of Senator John Sparkman (D., Ala. ), who inquired about the availability of a CIA briefing officer to talk to a group of OTR /DDA, was notified and has scheduled the talk on the Hill for either 23 or 25 May at 3:30 to 5:00 p.m. Grover Smith was notified. LIAISON Met with Michael Epstein, on the staff of the Senate Select Committee on Intelligence, and William G. Miller, Staff Director, as agreed, at Headquarters Building from approximately 10:00 a. m. until circa 2:00 p. m. Files were made available by the DDO for their perusal and I gave a briefing I This was followed by a lively discussion focusing on how information concerning the alleged corruption of U. S. officials should be used. Miller had to leave the meeting early and said he would return at the first convenient time to continue his review of the files. Epstein said he would be getting in touch with me (or in the near future to continue his review and check on several require- ments he has left with SA/DO/O. LEGISLATION Called Jim Jura, OMB, concerning Representative George Brown's (D. , Calif.) bill establishing a National Climate Program. Jura said that the White House has decided to oppose the bill and asked that we forward for clearance correspondence concerning the bill. 22. LEGISLATION I called Tom Smeeton, Minority Staff, House International Relations Committee, and asked him if he had any background on the three sections in F.I. R. 6884, the International Security Assistance Act of 1977, having to do with restrictions on assistance to Zaire and countries that violate human rights and which would require that the President seek to insure South Korean cooperation with U. S. probes of South Korea. Mr. Smeeton said those three sections remained in the bill, which is awaiting floor action in the House. He further indicated he had no background on these sections, but suggested it was likely they would remain 25X1 in the bill after it passes the House. 24. LIAISON Called Helen Fletcher, secretary to Jack Swigert, Executive Director, House Committee on Science and Technology, and arranged for of OLC, and me to 25X1 meet with Swigert tomorrow at 11:00 a. m. in his office to discuss the proposed Agency briefing of Chairman Dale Milford's (D., Texas) Subcommittee on Aviation and Transportation Research and Development and possible subjects of interest to other Subcommittees. This is a follow-up to the Director's luncheon with Representative Olin E Teague (D., Texas), Chairman of the 25X1 full Committee. BRIEFING Called Jack Ticer, Senate Armed Services Committee staff, and confirmed the Soviet civil defense briefing of Chairman John C. Stennis (D., Miss.) and Frank Sullivan, Chief Counsel, to be given by DDI/OSR, in Senator Stennis' office at 9:00 a. m. tomorrow. Called Rhett Dawson, of the Committee staff, and arranged for and me to brief him following briefing of the Chairman. This is a detailed follow-up to the information I had given to Dawson last week, I asked Dawson if he could give me a rundown of the authorization figures on Defense intelligence programs in the Defense Authorization bill as reported by the Senate Armed Services Committee. He said he would dig them out and get them to me in a day or two. The figures were requested by OLC, for the Intelligence Community staff. 27. LIAISON Called Jackie Johnson, in the office of Representative William F. Walsh (R., N. Y. ), and discussed further with her the Boyce/Lee trials in Los Angeles. Ms. Johnson was trying to respond to a constituent who had written Representative Walsh expressing concern about espionage against the U. S. No further action is required. 28. LIAISON Anne Karalekas, Senate Select Committee on Intelligence staff, called to inquire about the status of the Select Committee's request for information on incidents reported to the Intelligence Oversight Board. I told her we had not yet heard from the White House on the matter and she indicated the Committee may want to deal directly with the White House on this. 29. LIAISON Talked to Bill Miller, Staff Director, Senate Select Committee on Intelligence, and Danny Childs, Senate Select Committee on Intelligence staff, regarding the Committee's work on the Budget Authorization bill. At the end of the day Childs was able to give me on the secure phone a broad outline of the Committee's action on the President's budget request. I I LIAISON Talked to Pat Carroll and Nancy Willing, White House staff, Colonel Stephen Harrick, Office of the 25X1 Assistant Secretary of Defense for Legislative Affairs, and Paul Daly, FBI, to obtain details on congressional tours at their facilities. and I have an appointment to see Ms. Willing at 3:00 p.m. on Wednesday, 18 May, at the White House. 31. LIAISON Spoke with Bob Pugh and Brian Atwood, in the office of the Assistant Secretary of State for Congressional Relations, to close the loop on the intelligence interests in the Derwinski amendment by obtaining legislative history protecting; sources and methods. Atwood, Doug Bennett's, Assistant Secretary of State for Congressional Relations, Deputy, indicated he understood our problem and would be in touch with ACDA and let us know the results. 33. LIAISON On the call from Stan Frederick, in the office of Senator Walter Huddleston (D. , Ky. ), for "The Impending Soviet Oil Crisis 1977" paper, I told him it was available only in classified form and that a copy was in the possession of the Senate Select Committee on Intelligence if Senator Huddleston had a personal interest. 25X1 LIAISON Spoke to Ed Dietel, intern in the office of Senator Pete V. Domenici (D. , N. Mex. ), about the unclassified material on Africa that we provided today, which is to be used on a nonattributable basis. 35. LIAISON Dick Kaufman, Joint Economic Committee staff, called to indicate a problem in scheduling the Committee briefing for 22 June. It was rescheduled for 23 June at 10:00 a. m. , confirmed on Admiral Turner's calendar and the Congressional Support Staff has been advised. LIAISON Mike Van Dusen, House International Relations Committee staff, called to check on some last minute arrangements in connection with this morning's scheduled briefing of the Subcommittee on Europe and the Middle East. 25X1 38. LIAISON Jerry Levinson, Senate Foreign Relations Committee staff, called saying that Larry Raych, Department of State, had told him that OER, had indicated the Agency was 25X1 about to come out with a new study on Saudi Arabian oil and that we would be willing to brief the Committee on the study. After checking with Congressional Support Staff, I told Levinson that no such study was in the mill and that there must have been some misunderstanding but that we could brief Levinson on the subject anyway if he so desired. He asked that we brief him and Ira Nordlicht, Senate Foreign Relations Committee staff. The briefing will be on Wednesday, May 18, at 2:00 p.m., in Office of Economic Research, office. 25X1 UEURUE L.
