LIAISON Brad Georges, an employee of the Conti Commodity Services in New York, called requesting a report on tin production and consumption in the Soviet Union. I told Mr. Georges that publications released by the Agency are available to the general public through the DOCEX program in the Library of Congress. Mr. Georges also asked to speak with the analysts who prepare reports on lead, zinc, and synthetic rubber in the Soviet Union and China. After checking with CSS, I called Mr. Georges back and told him that he should go to the Department of Commerce for that information. 8. LEGISLATION Spoke with Mr. Vern Jennings, INR/State Department, to give him some background on two bills, H. R. 6051 and H. R. 6195, which would reorganize the Intelligence., Community and limit intelligence activities. I told Mr. Jennings we were preparing views letters on these bills, essentially holding off on commenting specifically until the NSC/PRM-11 review is completed. Mr. Jennings apparently is in the process of preparing responses to these bills also. Meissner, on the Foreign Assistance Subcommittee, Senate Foreign Relations Committee, to make sure that certain provisions in H. R. 6884 restricting the provision of security assistance to certain countries were not contained in S. 1160, the Senate International Security Assistance bill. Mr. Meissner said there were no such provisions presently in the Senate bill, which probably would go to the Senate floor sometime in the next few weeks. 10. LEGISLATION Called Mr. Mike Dolan, in the Legislative Affairs Office at the Department of Justice, to find out his Department's position on legislation now pending before both Houses of Congress that would establish a special prosecutor mechanism to investigate and prosecute high-level Government wrongdoing. Mr. Dolan said the White House essentially was supporting this legislation and that Justice was representing the Administration before Congress, although the Department opposed a provision in the Senate bill that would establish an Office of Government Crimes in the Department. 11. LEGISLATION Colonel Don Bennett, DOD, called and said he had finally been able to obtain the necessary clearances for the report language on H. R. 10, which we had sent him earlier. LIAISON Received a call from Guy Grant, of Representative Don Bonker's (D. , Wash.) office, requesting copies of the following Agency publications: "National Basic Intelligence Fact Book"; "The International Energy. Situation: Outlook to 1985"; "Non-OPEC LDCs: Terms of Trade Since 1970"; "Major Petroleum Refining Centers for Export"; "The Cuban Economy: A Statistical Review, 1968-76"; "INDONESIA. - 1965 - The Coup that :Backfired"; "Socialist Republic of Vietnam - Party and Government Structure"; and. "Lao People's Democratic Republic - Party and. Government Structure". I told him I would. forward them to him. 13. LIAISON Met with Jack Swigert, Executive Director, House Science and Technology Committee, in his office to discuss possible briefings for the Committee. Three topics were offered: Soviet and Chinese space programs; technology transfer; and foreign civil air developments. I indicated that all topics would require a minimum of 30 days lead time and would likely run about an hour each. Mr. Swigert will discuss these areas with Representative Olin Teague (D. Kirchheimer had requested such a list last week. 18. LIAISON Delivered to Bill Miller, Staff Director, Senate Select Committee on Intelligence, Records Control Schedule 38-76; a letter from Mr. Robert Gambino, Director of Security, regarding clearances for Committee employee Dave Bushong; a letter to Chairman Daniel K. Inouye (D., Hawaii) from Admiral Turner regarding declassification of the title of an Intelligence Community component; and Agency documents regarding I discussed with Miller the Agency's handling of the request from Senator William W. Inouye's (D. , Hawaii) 2 May 1977 address before the American Society of Newspaper Editors entitled "The American Intelligence Community and its Future". 20. ADMINISTRATIVE - DELIVERIES Delivered to Martha MacDonald, Senate Select Committee on Intelligence staff, an interim response to Senator Charles McC. Mathias (R. , Md. ) concerning his inquiry from constituent Robert D. Kracke. I asked Ms. MacDonald to be sure that Jean Evans, also of the Committee staff, sees the response and she said that she would. 21. I LIAISON Met at length with John Elliff, Senate Select Committee on Intelligence staff, to discuss the activities of the Subcommittee on Intelligence and the Rights of Americans. Elliff has assumed the principal staff role of this Subcommittee. Elliff cited the Committee's 3 November 1976 letter to the Attorney General asking for regular detailed information on FBI activities and indicated that such a request would be forthcoming to CIA. In order to work out some of the details in advance, however, he, Anne Karalekas and Mike Epstein, also of the Committee staff, are meeting with Tony Lapham, General Counsel, and DDO officials on 19 May to discuss the Committee's interest. The Subcommittee wants to assure that it understands the standards and procedures for counterintelligence investigations involving Americans, clandestine collection operations involving Americans, and the use of American citizens for intelligence operations. In addition, the Subcommittee wants to assure that it has adequate information to insure that the standards and procedures are being adhered to. 22. EMPLOYMENT REQUESTS Received a call from the office of Senator William S. Cohen (R., Maine), regarding a constituent request for information on employment with the Agency. BRIEFING I accompanied Page 6 Congressional Support Staff, John Helgerson, Center for Policy Support, 25X1 and Eastern Forces Division, to a briefing of the House International Relations Subcommittee on Europe and the Middle East. LIAISON OLC, 25X1 and I met with Jack Swigert, Executive Director. House Committee on Science and Technology, and discussed proposed briefings of certain Subcommittees. (See Memorandum for the Record written by Swigert later called me after he had talked to the Chairman and requested that we postpone the hearings indefinitely at this time. The postponement includes the briefing on Soviet military and civilian space programs of Representative Don Fuqua (D., Fla. ) and several other Committee members which was requested several months ago by staffer Jim Wilson and for which I was awaiting word of a definite time. I left with Swigert the unclassified paper prepared by this was proprietary information and not for public disclosure. He said he would brief the Chairman and treat the information accordingly. Per I I showed Swigert the last page of the CONFIDENTIAL Agency study on oil indicating the private sector input in the study and cautioned that Swigert asked if he could openly use the comment by He also mentioned that the Committee plans hearings on the oil crisis and asked if the Agency could provide the names of any responsible witnesses other than Dr. Schlesinger and others who have testified to date., They are looking for "new faces. " He thought that the recent MIT study would provide good leads. I LIAISON Per Mr. Cary's request, I met with Keith Adkinson, Senate Governmental Affairs Permanent Subcommittee on Investigations staff, and expressed the Director's concern that Senator Sam Nunn (D., Ga.) not include the Agency in his planned hearings to surface the effects of restrictive guidelines on CIA, FBI, and local police intelligence organizations in countering domestic and international terrorism in the United States, in view of the extensive ongoing inquiries by the Senate Select Committee on Intelligence. Adkinson said he clearly appreciated the political sensitivities and he would convey the Director's position to Senator Nunn. He mentioned that Senator Nunn may wish on his own to discuss this matter with Chairman Inouye since he is deeply concerned that the Church Committee and others swung the pendulum too far and the Senate Select Committee on Intelligence may be caught in the strong sentiment to keep the Agency in check and this will lead to overly restrictive legislation making it almost impossible for these agencies to operate effectively. Adkinson emphasized that Senator Nunn has the highest interest in the Agency and will not do anything that will cause the Agency any more problems than we now have. If they do go ahead with their investigation, they will concentrate on the domestic scene which will principally involve the FBI. However, the Agency could become involved when their investigation leads to international terrorist groups. He assured me that if they do go through with their investigation, and the Agency became in any way involved, it would be very carefully handled directly with us to protect our interests. I made as strong a case as I could with Keith; however, Senator Nunn does feel very strongly and he may very well call the Director to get his reaction. Mr. Cary was advised. 30. LIAISON Spoke with Jim Fellenbaum, Senate Appropriations Committee staff, and Danny Childs, staff of Senate Select Committee on Intelligence, to determine where an appeal would lie on budget authorization action by the Select Committee. " 33. LIAISON In response to an earlier call to IC Staff, I called Kathy McCormack, in the office of Representative James T. Broyhill (R. , N. C. ), and told her we were sending Mr. Broyhill a copy of the Agency publication entitled, "The International Energy Situation: Outlook to 1985. " 35.
