1. LIAISON Paula, in the office of
Representative Lee Hamilton (D., Ind.), called requesting a copy
of the publication "The International Energy Situation: Outlook to
1985. " I said I would send her a copy.
2. I BRIEFING In the absence of Mr. Cary,
received a call from Bill Jordan, Senate Appropriations Subcommittee
on Foreign Operations, saying the Subcommittee would like a briefing
on the Middle East on Tuesday, 7 June, at 10:00 a. m. I said I would
pass this on to Mr. Cary.
3. EMPLOYMENT REQUESTS Tony, of
the office of Senator John C. Danforth (R. , Mo. ), called to request a
professional employment application for a constituent, of
this office will forward an employment package.
4. BRIEFING I accompanied
CSS, Melvin Goodman, ORPA, and OSR to a briefing of the
Europe and the Middle East Subcommittee of the House International
Relations Committee. (See Memorandum for the Record.)
5? LIAISON Received a call from Mr. Magid,
of the office of Representative Stephen J. Solarz (D., N. Y.), relaying a
request from a constituent regarding CIA activities in Tibet prior to 1956.
I suggested to Mr. Magid that he might suggest to the constituent that he submit
his request as an FOIA request in order that he might get a direct reply.
Mr. Magid said he would do so.

8. ADMINISTRATIVE-DELIVERIES Picked
up copies of the Senate Select Committee on Intelligence's budget authorization
from Dan Childs, staffer, and delivered to the Intelligence Community staff
for distribution to the Community.
10. LIAISON In the interest of standardizing
a non-disclosure and access agreement with non-oversight committees
investigating the Intelligence Community affairs, I provided Colonel Stephen
Harrick, DOD, copies of agreements in this area which have been executed
or are under negotiation.

134. LIAISON Mike Maloof, in the office of
Senator Robert Griffin (R. , Mich. ), called to request additional information
regarding Cuba, particularly which countries are suppliers of food and
medicine, and the degree to which the Soviets ship or pay for these items.
He also wanted to know the role of U. S. subsidiaries in such trade and I told
him this really wasn't our business and he understood.

21: LIAISON Accompanied John Elliff and
Anne Karalekas, Senate Select Committee on Intelligence staff, to a meeting
with Tony Lapham, General Counsel; I SA/DO/O;
and DDO; AGC/DDO; and Frederick Barron and
Eric Richard, of the Department of Justice, regarding Senate Select Committee
on Intelligence requests for regular reporting on intelligence activities
possibly affecting the rights of Americans. The Committee sent a letter to
the Attorney General on 3 November 1976 requesting this information on FBI
activities, and is planning to send a letter to the Agency patterned after
the request to the Attorney General. Both the status of the Attorney General
response and how the Agency might be able to respond were discussed. Elliff
hopes to reach general agreement with the Agency before sending a letter
and is going to draft his ideas on Agency reporting and send them to us as a
basic additional discussion.
22. BRIEFING Called :Bill Hogan, Counsel,
House Armed Services Committee, and explained that, due to the Director's
attendance at a Cabinet meeting Monday morning, 23 May, he would not be
able to attend the requested briefing of the Subcommittee on Intelligence and
Military Application of Nuclear Energy at 10:30 a. m. I requested Tuesday,
24 May from 1:30 p. m. to 2:30 p. m. Hogan checked and confirmed the new
time.
LIAISON At the request of
OLC, I called Rhett Dawson, staff member of the Senate Armed
Services Committee, and asked if he could provide I with a
rundown of the line items on intelligence in the Defense Authorization bill
which had been reported out. Dawson said he would try to assist
when he drops by this afternoon.

28. LIAISON Met with Bill Hogan, Counsel,
House Armed Services Committee, and discussed with him the implications
of the Senate Select Committee on Intelligence action in reporting a
resolution which in effect authorized funds for the Intelligence Community
for FY 78. We discussed in detail the impact of the Select Committee' s
action in reducing substantially one sensitive program. having Intelligence
Community implications. (See Memorandum for the Record.)
LIAISON Met with Frank Sullivan,
Staff Director, Senate Armed Services Committee, and took up with him
the same topics I had raised with Bill Hogan, Counsel, House Armed
Services Committee, regarding action taken by the Senate Select Committee
on Intelligence in the form of an authorization for Intelligence Community
activities. (See Memorandum for the Record.)
30. LIAISON Met with Jack Brady, Chief
of Staff, House International Relations Committee, and covered the
following topics with him: The Director's meeting with Chairman Donald
Fraser (D., Minn.) and Representative Edward Derwinski (R., Ill.),
Subcommittee on International Organizations, House International Relations
Committee concerning Chairman Lee Hamilton's
(D., Ind.) request for additional information on
and the prospects for a select committee on intelligence in the

ADDENDUM TO JOURNAL

Thursday - 19 May 1977
1. (Unclassified - THW) LIAISON I called Peter Hunt, House
Interstate and Foreign Commerce Subcommittee on Energy and Power
staff member, to see if he was the person who requested the paper
on shale oil extraction. He said he was and I told him I was forwarding
a paper on the subject to him. He also asked if he could talk to some-
body about
2. (Unclassified - THW) LIAISON Chip Chester, House
International Relations Committee staff, called stating that he was
in charge of a Congressional delegation leaving next week for Mexico
in connection with the International Parliamentary .Conference,and asked
if we could give them some unclassified background information on the narcotics
situation and illegal aliens. I told him I would see what we could do.
He asked for the information by 3:00 p.m., on 24 May. I delivered the
information to him on that date.
3. (Unclassified - THW) LIAISON In response to a request
from I- I OGC, I called Denver Dickerson, of the Joint
Committee on Printing, to see if he had located the citation to the law
exempting CIA from provisions of Title 44 with respect to the depository
library program. I told Dickerson that we had received a letter from
a librarian asking us to comply with Title 44 and that we will go back
with an answer stating that the Committee had advised us that CIA, was
exempt from that Title and that she should write the Committee if she
needed further information. Dickerson said that the staffer 'who had
been doing the research had retired and that he would :put somebody
else on it. He also concurred in our response to the librarian. Subsequently,
Angelo Elmo, of the staff, called to say they were unable to locate the
citation, but from the files circa 1956 it appeared that perhaps the exemption
was based on the CIA Act of 1949. I asked if we could come down to
review their files and he agreed. The Committee would appreciate an
opinion from OGC on the matter. has been advised.
