LIAISON Sent to George Bush, former DCI, in Houston, Texas, a copy of the Senate Select Committee on Intelligence Annual Report and accompanying remarks by Senator Daniel Moynihan (D., N. Y. ). 2. LIAISON Diana, of the office of Representative Manuel Lujan, Jr. (R., N. Mex.), called to request a professional employment package for a constituent. of this office sent out the requested package. 4. LIAISON J. J. Hitchcock, Department of State, called me to ask for our decision with regard to a Department of State memorandum (drafted on principally CIA information) which Mike Epstein, Senate Select Committee on Intelligence staff, wants to see in the unsanitized version. I had lodged this query with the DDO on 25 April, but found that a decision has not yet been reached. I so advised Hitchcock and told him I would let him know as soon as the DDO had decided. I also told Hitchcock that, if he finds time to stop by and see me at his convenience, I will be pleased to pass to him a copy of our 20 April reply to Chairman Daniel K. Inouye's (D., Hawaii), Senate Select' Committee on Intelligence, letter requesting I information. LIAISON Met with Messrs. Gordon Malfeldt and Frank Frauson, FBI, at their offices to discuss the FBI Public Tour Program as an input to the Agency OUTREACH program. The dimensions of the FBI tours are staggering. Five thousand people per day tour the facility. An additional 500 people per day tour the facility under the Congressional tour program with each Congressional office permitted an unlimited number of "reservations." (See Memorandum for the Record.) 6. LIAISON Met with Stan Taylor, Senate Select Committee on Intelligence staff, on several matters. Taylor informed me he had been requested by the Committee to prepare an analysis of the recent Agency study on Soviet oil production. This will become part of the overall study of the Subcommittee on Collection, Production and Quality regarding the quality of intelligence. Taylor and I discussed further arrangements for the lecture at the Agency for a group of interns from Brigham Young University. We are offering to provide bus service for the students and Taylor agreed to provide me a list of those attending. 7. LIAISON Accompanied Elliot Maxwell, Senate Select Committee on Intelligence staff, to a lecture before the Senior Seminar on new intelligence charters. Most of the questions centered on the proposed structure of the Intelligence Community, particularly the post of Director of National Intelligence. ADMINISTRATIVE -- DELIVERIES Delivered to Audrey Hatry for David Bushong, Senate Select Committee on Intelligence staff, a copy of George Bush's letter to Attorney General Levi dated 1 December 1976 regarding FBI investigation of leaks. I delivered to Hatry for Bill Miller, Staff Director, Senate Select Committee on Intelligence, two letters from Robert Gambino, Director of Security, concerning clearances for Committee employees. 9. LIAISON Met with Bill Miller, Staff Director, Senate Select Committee on Intelligence, and briefed him on an NPIC program to assist a local high school in their computer training programs. I told Miller the program had the firm endorsement of the principal of the school but that two teachers were suspicious of the CI.A involvement and alerted Jack Anderson. Anderson's office made an inquiry but we did not know if he would print an item on this. I asked Miller about a report in the St. Louis :Post saying that the Senate Select Committee on Intelligence had voted to prohibit CIA from using foreign journalist to print "slanted" news. Miller said no such vote had taken place and said he felt this must be a misinterpretation of Senator Daniel K. Inouye's (D., Hawaii) 2 May speech before the American Society of Newspaper Editors. 10. LIAISON Met with Hal Ford, Senate Select Committee on Intelligence staff, to discuss Committee action on the report on the A-Team/B-Team exercise. Ford said the Subcommittee on Collection, Production and Quality had adopted virtually all the Agency's suggestions regarding the report and that it had been approved by the full Committee on 17 May. This report will be sent to the President and the DCI next week. Ford has drafted an unclassified version of the report which is being considered by the Committee staff now. This will be submitted to the Agency for clearance before its public release. 11. LIAISON Met with Ted Ralston, Senate Select Committee on Intelligence staff, who informed me he was concerned about the language of the Derwinski amendment to H. R. 6179. I told him thought OLC, was handling this and asked Ralston to call him. LIAISON Met with David Bushong, Senate Select Committee on Intelligence staff, who told me Chairman Daniel K. Inouye (D. , Hawaii) is particularly interested in the damage assessment in the Boyce-Lee case and asked if I could get him a copy on Monday, 23 May. I agreed to do so. 14. LIAISON Met with Frank Kelly, Senate Select Committee on Intelligence staff, who said the Committee often has cassette tapes which they wish to destroy or erase completely and asked if the Agency had any capability to degauss the tapes. LIAISON Talked with Bill Miller, Staff Director, Senate Select Committee on Intelligence. I told Miller that we might have some real problems with some of the actions taken by the Committee, especially one sensitive item. Miller implied that while theoretically we could appeal to Chairman Daniel Inouye (D., Hawaii) for all intents and purposes, the Committee had acted on the budget and had forwarded its action to the various committees as well as to the appropriate elements of the Intelligence Community. BRIEFING In a series of conversations with Bill Jordan, Senate Appropriations Subcommittee on Foreign Operations staff, and F_ I EA/DCI, it was determined that the Middle East briefing of the Subcommittee would occur on 7 June 1977, at 9:00 a. m. 3. LIAISON Col. Stephen Harrick, DOD, called in connection with the non-disclosure agreement and the Memorandum of Understanding on access being negotiated with non-oversight committees engaged in investigations. His only suggestion was that the Memorandum of Understanding make specific reference to the Third. LIAISON Accompanied Mark 25X1 Gitenstein and David Bushong, Senate Select Committee on Intelligence staff, to a meeting with OS/SSC. The purpose was to review selected reports of damage assessments from leaks to the media. I also showed them a paragraph on the bigot list procedure and an Agency regulation on the marking of classified information. Gitenstein had asked for these items at an earlier meeting with Robert Gambino, D/OS. Gitenstein indicated that Senator Daniel Inouye (D., Hawaii), Chairman of the Committee, has asked him to get completely informed on the Boyce-Lee case and Gitenstein requested a copy of the Agency damage report.
