Draw a line across column after each comment.) At the 17 June 1981 SECOM meeting it was agreed that the attached proposed revision of DCID 1/14 had no chance for approval by NFIB. There was majority ,support, however, for the polygraph if limited to lifestyle and if SIO's were not deprived of the right to grant emergency approvals without polygraph. The Navy member, in particular, was persuasive in urging that SECOM make a proposal that has a chance of success, that conditions were excellent for getting our foot in the door and that we should not "blow" it by presenting an unacceptable proposal. The result was that each member will submit a proposal within two weeks.
