This memorandum is in lieu of minutes of the 10 and 17 June meetings of the Security Committee which were devoted pri- marily to consideration of the report of the Investigative Standards Working Group on revision of DCID 1/14 (U) 2. The Working Group's principal recommendation dealt with use of the polygraph as a condition precedent to granting SCI access. Security Committee discussions failed. to develop a con- sensus for that recommendation. In the absence of such a consen- sus it was agreed that: a) Members would articulate their position and proposals in written form and submit these to the staff within 10 to 15 days. The staff would compile all positions and proposed alternative approaches. c) The Chairman would assemble a small group of members or their representatives in an effort to consolidate disparate positions and proposed alternatives in a paper for member consideration and approval. d) The final product would be sent to the DDCI and NFIB for consideration and decision.
