Subject: IC Staff Proposal on Funding International
Skills
On 17 May I met withi the new Director of the 25X1
Office of Planning in the IC Staff, and , one of his 25X1
assistants. 0 passed out the attached list of participants
in an 11 March 1982 conference on development of international
skills which I understand you attended. II said there was a 25X1
proposal to seek ways establishing and funding new institutes for
region studies and this might involve overt Intelligence
Conrnunity funding of such activities. I noted that there may be
some security problems and public relations problems with this
approach but said that I would pass this on to you and ask that
you contact for further details. I noted
to 0 that you were the proper point of contact in CIA for
such matters and that I would relate this to you.
