1. Friday, September 30th was a bleak day for the
Center for the Analysis of Personality and Political
Behavior in relation to its academic consultants. We
rPr!PivPd a telephone call fro
University. We had developed during
an excellent external research contract In an unclassified
level, consistent with the mainstream of
work, which promised to be of great value not only to
Agency, but to the Intelligence Community in general.
The project was concerned with the effect of decision
groups on political decisionmaking, a careful study26f1
the different types of decision groups and their influence
upon the decisionmaking process. With the wave of pub-
licity surrounding MK-ULTRA and the involvement of an
behavioral researcher, a great deal of concern had
been expressed at is-a-vis relations of any kind with
the CIA. I Iwas calling me to inform me
that shortly we would be receiving a letter requesting
withdrawal of the contract proposal submitted by the
If, as we are currently exploring, another
wing of the overnment, e.g. DOD, would be supporting the
research ,I would not have problems in accepting the
funds.
2. That same day I received a letter from one of our
Behavioral Science panelists, uf
because of other commitments, he indicated in his letter
that he may not be able to attend future meetings, ex-
pressing the concern for keeping the Panel at a low profile
is now considering following the
Harvard precedent, in developing a Harvard-like code of
behavior for relations with the CIA. This would be
