The career civilians in the Central Intelligence Agency have added much to the wide variety of experience and future potential reflected in our highly selected student body. It has been a pleasure to have had them in the past and I look forward to having them in the next year's class. I am confident that the fine course at The National War College will be of great value to them and to our government during their years of service in the future. General a. It is desirable that all students, both military and civilian, be of approximately the same rank. The majority of the military students are Colonels in the Army, Air Force and Marine Corps, or Captains in the Navy. Civilian students are career personnel in (iS, Grade 1.1 or higher. b. The average age of the current entire student body is about 43 years. The average age of the civilian group only is approximately the same. c. Prospective students should be nominated on the basis of outstanding past performance of duty and the definite prospect of outstanding service in the future. 2. Field of Interest a. The course of study is concerned primarily with the formula- tion and execution of National Security Policy. This involves detailed analysis of the various political, economic, psychological, and military factors included in such policy. 3. Administrative Matters - 'I'll(, course of instruction for the coming year covers the period 18 August 1966 to 9 June 1967. Registration day is 18 August 1966. It is requested that orders assigning students to The National War College direct that they report not earlier than 15 August 1966 and not later than 1000 hours 18 August 1.966. 4. All students are required to have "Q" and Top Secret clearance prior to reporting. 5. It is requested that nominations be made as early as practicable to the Commandant, The National War College, Washington, I). C. In the event that a quota or portion thereof can not be filled by I'ully qualified career officers, it is requested that the Commandant be informed as expeditiously as possible in order that allocations may be reassigned to other departments or agencies.
