The following may be of assistance. If souse. If
not destroy.
2. APEX accesses are to be granted only to personnel with
substantive access requirements. APEX General I and II will
appear as a tempting device to provide "light" access. This
is to be resisted. For your assistance in the OS scrub down,
bear in mind there will be no TK photography necessary for any
OS officers except those briefing officers in SSC.
a. SAG may need APEX COMINT on an ad hoc basis.
Check to see what if any current SI material they
routinely receive.
b. Industrial Security Branch formerly held iI
SI, TK for purposes of entry to inspect facilities an
for paper holding. We can't give you any suggestion
as to what they will need. You might ask them for a
list of specific tickets they will need depending on
where they have to go.
c. All secretaries who are required to handle
APEX material should get APEX General II. Your front
office girls seem like good candidates, as well as the
registry girls. There is serious question about any
of the other secretaries in the office requiring approval.
This includes PSI, P&M and PTOS.

d. SACs and A/SACs should be nominated for APEX
COMINT Product Compartment for emergency briefings.
e. ISSG Chief and Deputy should be considered for
APEX COMINT so they can at least have a foot in the door
although I can't see them being involved with substantive
APEX. They will be dealing with computer processing, not
the intelligence substance per se.
f. Since SSC/CIB and SSC officers have unique roles
to play, I suggest you may wish. to defer to
for proposed access.

TK - with the decompartmentation of almost all
photography and IMAGERY reports, no one in
OS exce t SSC briefers should hold. Thus,
most of~people can be scrubbed.
SI - of the olders in OS, there will be very
few who W41 need APEX COMINT. (SSC-ers excepted
since they will need to brief and to communicate.)
The rule should be - if people get substantive SI
now they may be expected to receive APEX COMINT
product. If, OS-ers hold SI for another reason,
e.g., access to areas, proximity to secure phones,
clearance actions, investigations and adjudications,
a real hard look should be taken and questions
resolved in favor of curtailing access.
