SUBJECT: fr Budget Bearing on the.FY 1966 Office
Estimates

1. 1 understand that the Bureau of the Budget hearings
on the PY 1966 Office Estimates are tentatively echedulcd for
the latter part of October. I would like to participate in
these hearings with Bob Amory and other BOB representatives
and, in some cases, have the Assistant Directors present
their plans and programs.
2. The several recent statements regarding "heavy
weather" for research and devolopment funds for FY 1966,
and a similar atmosphere on personnel stron th, are of
serious concern to me in view of the need for growth in
DD/S&T. I wish to lend the maximum support to justifica-
tion of the funds and poroonnol which this Directorate will
need in FY 1966 and would appreciate your good advice on
preparations we might make.
3. From our standpoint, we would prefer that the BOB
discussions on the DD/SST estimates not commence prior to
28 October.
