The scheduled general strike had not taken hold in Santo Domingo or Santiago as of 8:30 am local time. Traffic was normal and people were going to work. In Santo Domingo, some government offices are operating with reduced staffs. Tacks were being strewn in the roads to disrupt traffic. 2. The strike may take effect later in the day as extremists either encourage or coerce various gov- ernment and private employees to leave their jobs. This tactic has been used successfully in previous strikes, including the "Christmas bonus" strike in mid-December. Any indication that the strike is tak- ing hold is likely to have a snowball effect on those who are now waiting to see which way events develop. 3. Despite a continuing air of tenseness, the capital, and Santiago are quiet. There is no indica- tion that military personnel from either side are preparing to leave the country.
