expenses of binational arbitrations arising under in- 9 ternational air transport agreements; expenses necessary to 10 meet the responsibilities and obligations of the United States 11 in Germany (including those arising under the supreme au- 12 thority assumed by the United States on June 5, 1945, and 13 under contractual arrangements with the Federal Republic 14 of Germany) ; hire of passenger motor vehicles; services as 15 authorized by 5 U.S.C. 3109; dues for library membership 16 in organizations which issue publications to members only, 17 or to members at a price lower than to others; expenses 18 authorized by section 2 of the Act of August 1, 1956 (22 19 U.S.C. 2669), as amended; refund of fees erroneously 20 charged and paid for passports; radio communications; pay- 21 ment in advance for subscriptions to commercial information, 22 telephone and similar services abroad; expenses necessary to provide maximum physical se- 2 curity in Government-owned and leased properties abroad; 3 and procurement by contract or otherwise, of services, sup- 4 plies, and facilities, as follows : (1) translating, (2) analysis 5 and tabulation of technical information, and (3) preparation 6 of special maps, globes, and geographic aids; administrative 7 and other expenses authorized by section 637 (b) of the 8 Foreign Assistance Act of 1961, as amended (22 U.S.C. 9 2397 (b) ), and by section 305 of the Mutual Defense Assist- 10 ance Control Act of 1951, as amended (22 U.S.C. 1613 11 ` (d)) ; $ 5&7-,8QQQ09 $539,800,000: Provided, That pas- 12 senger motor vehicles in possession of the Foreign Service 13 abroad may be replaced in accordance with section 7 of the 14 Act of August 1, 1956 (22 U.S.C. 2674), and the cost, in- 15 eluding exchange allowance, of each such replacement shall 16 not exceed $6,500 in the case of the chief of mission auto- 17 mobile at each diplomatic mission (except that four such 18 vehicles may be purchased at not to exceed $9,000 each) 19 and such amounts as may be otherwise provided by law for 20 all other such vehicles, except that right hand drive vehicles 21 may be purchased without regard to any maximum price 22 limitation otherwise established by law: Provided further, 23 That in addition, this appropriation shall be available for the 24- purchase (not to exceed thirty-three), replacement, rehabili- 25 tation, and modification of passenger motor vehicles for pro- Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 4 1 tective purposes without regard to any maximum price lim- 2 itations otherwise established by law. 3 REPRESENTATION ALLOWANCES 4 For representation allowances as authorized by section 5 901 of the Foreign Service Act of 1946, as amended (22 6 U.S.C. 1131), $2,000,000. 7 ACQUISITION, OPERATION, AND MAINTENANCE OF 8 BUILDINGS ABROAD 9 For necessary expenses of carrying into effect the 10 Foreign Service Buildings Act, 1926, as amended (22 11 U.S.C. 292-300), including personal services in the United 12 States and abroad; salaries and expenses of personnel and 13 dependents as authorized by the Foreign Service Act of 14 1946, as amended (22 U.S.C. 801-1158) ; allowances as 15 authorized by 5 U.S.C. 5921-5925; and services as author- 16 ized by 5 U.S.C. 3109; $67,200,000, to remain available 17 until expended: Provided, That not to exceed $2,150,000 18 may be used for administrative expenses during the current 19 fiscal year. 20 ACQUISITION, OPERATION, AND MAINTENANCE OF BUILD- 21 INGS ABROAD (SPECIAL FOREIGN CURRENCY PROGRAM) 22 For payments in foreign currencies which the Treasury 23 Department determines to be excess to the normal re- 24 quirements of the United States for the purposes authorized Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 5 1 by section 4 of the Foreign Service Buildings Act of 1926, 2 as amended (22 U.S.C. 295), to be credited to and expend- 3 ed under the appropriation account for "Acquisition, opera- 4 tion, and maintenance of buildings abroad", to remain avail- 5 able until expended, $5,535,000. 6 EMERGENCIES IN THE DIPLOMATIC AND 7 CONSULAR SERVICE 8 For expenses necessary to enable the Secretary of State 9 to meet unforeseen emergencies arising in the Diplomatic 10 and Consular Service, to be expended pursuant to the require- 11 ment of section 291 of the Revised Statutes (31 U.S.C. 12 107), $2,100,000. 13 PAYMENT TO TIlE FOREIGN SERVICE RETIREMENT 14 AND DISABILITY FUND 15 For payment to the Foreign Service Retirement and 16 Disability Fund, as authorized by the Foreign Service Act of 17 1946, as amended (22 U.S.C. 1105-1106), $8,055,000. 18 INTERNATIONAL ORGANIZATIONS AND 'CONFERENCES 19 CONTRIBUTIONS TO INTERNATIONAL ORGANIZATIONS 20 For expenses, not otherwise provided for, necessary to 21 meet annual obligations of membership in international multi- 22 lateral organizations, pursuant to treaties, conventions, or 23 specific Acts of Congress, $ 74z900;~000 $277,545,453, Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 6 1 CONTRIBUTIONS FOR INTERNATIONAL PEACEKEEPING 2 ACTIVITIES 3 For payments, not otherwise provided for, by the United 4 States for expenses of United Nations peacekeeping forces 5 in the Middle East, $40,000,000. 6 MISSIONS TO INTERNATIONAL ORGANIZATIONS 7 For expenses necessary for permanent representation to 8 certain international organizations in which the United 9 States participates pursuant to treaties, conventions, or spe- 10 cific Acts of Congress, including expenses authorized by the 11 pertinent Acts and conventions provided for such representa- 12 tion; salaries and expenses of personnel and dependents as 13 authorized by the Foreign Service Act of 1946, as amended 14 (22 U.S.C. 801-1158) ; allowances, as authorized by 5 15 U.S.C. 5921-5925; and expenses authorized by section 2 16 (a) and (e) and section 17 of the Act of August 1, 1956, 17 as amended (22 U.S.C. 2669) ; contributions for the share 7 of the United States in expenses of international organiza- 8 tions; and expenses authorized by section 2 (a) of the Act 9 of August 1, 1956, as amended (22 U.S.C. 2669) ; 10 $7,035,000, of which not to exceed a total of $145,000 may 11 be expended for representation allowances as authorized by 12 section 901 of the Act of August 13, 1946, as amended 13 (22 U.S.C. 1131), and for official entertainment. 14 INTERNATIONAL. TRADE NEGOTIATIONS 15 For necessary expenses of participation by the United 16 States in international trade negotiations, including not to 17 exceed $15,000 for representation allowances, as authorized 18 by section 901 of the Act of August 13, 1946, as amended 19 (22 U.S.C. 1131), and for official entertainment, $3,- 20 500,000: Provided, That this appropriation shall be avail- 21 able in accordance with the authority provided in the current 22 appropriation for "International conferences and contin- 23 gencies". Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 INTERNATIONAL ''COMMISSIONS 2 INTERNATIONAL BOUNDARY AND WATER COMMISSION, 3 UNITED STATES AND MEXICO 4 For expenses necessary to enable the United iStates to 5 meet its obligations under the treaties of 1889, 1906, 1933, 6 1944, 1963, and 1970 between the United Sta-tes and 7 Mexico, and to comply with the other laws applicable to the 8 United States Section, International Boundary and Water 9 Commission, United States and Mexico, including operation 10 and maintenance of the Rio Grande rectification, canaliza- 11 tion, flood control, bank protection, water supply, power, 12, irrigation, boundary demarcation, and sanitation projects; 13 detailed plan preparation and construction (including surveys 14 and operation and maintenance and protection during con- 15 struction) ; Rio Grande emergency flood protection; e-xpendi- 16 tures for the purposes set forth in sections 101 through 104 17 of the Act of September 13, 1950 (22 U.S.C. 277d-1- 18 277d-4) ; purchase of piano graphs and lithographs; uniforms 19 or allowances therefor, as authorized by law (5 U.S.C. 20 5901-5902) ; and leasing of private property to remove 21 therefrom sand, gravel, stone, and other materials, without 22 regard to section 3709 of the Revised Statutes, as amended 23 (41 U.S.C. 5) ; as follows: Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 4 5 6 7 10 9 SALARIES AND EXPENSES For salaries and expenses not otherwise provided for, including examinations, preliminary surveys, and investiga- tions, and operation ' and maintenance of projects or parts thereof, as enumerated above, including gaging stations, $5,800,000: Provided, That expenditures for the Rio Grande bank protection project shall be subject to the pro- visions and conditions contained in the -appropriation for said project as provided by the Act approved April 25, 1945 (59 Stat. 89). 11 CONSTRUCTION 12 For detailed plan preparation and construction of proj- 13 ects authorized by the convention concluded February 1, 14 1933, between the United States and Mexico, the Acts ap- 15 proved August 19, 1.935, as amended (22 U.S.C. 277- 16 277f) , August 29, 1935 (49 Stat. 901), June 4, 1936 17 (49 Stat. 1463) , June 28, 1941 '(22 U.S.C. 277f) , 'Sep- IS tember 13, 1950 (22 U.S.C. 277d-1-9) October 10, 1966 19 (80 Stat. 884), October 25, 1972- (86 Stat. 1161), and 20 the project stipulated in the treaty between the United States 21 and Mexico signed at Washington on February 3, 1944, 22 to remain available until expended, $3,919,400: Provided, 23 That no expenditures shall be made for the Lower Rio II.R.1.4239 2 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 10 1 Grande flood control project for construction on any land, 2 site, or easement in connection with this project except 3 such as has been acquired by donation and the title there- 4 to has been approved by the Attorney General of the 5 United States : Provided further, That the Anzalduas di- 6 version dam shall not be operated for irrigation or water 7 supply purposes in the United States unless suitable arrange- 8 ments have been made with the prospective water users for 9 repayment to the Government of such portions of the cost 10 of said dam as shall have been allocated to such purposes 11 by the Secretary of State. 12 AMERICAN SECTIONS, INTERNATIONAL COMMISSIONS 13 For expenses necessary to enable the President to per- 14 form the obligations of the United States pursuant to treaties 15 between the United States and Great Britain, in respect to 16 Canada, signed January 11, 1909 (36 Stat. 2448), and 17 February 24, 1925 (44 Stat. 2102) ; and the treaty between 18 the United States and Canada, signed February 27, 1950; 19 including services as authorized by 5 U.S.C. 3109; hire of 20 passenger motor vehicles; $1,840,000, to be disbursed under 21 the direction of the Secretary of State and to be available 22 also for additional expenses of the American Sections, Inter- 23 national Commissions, as hereinafter set forth : 24 International Joint Commission, United States and 25 Canada, the salary of the Commissioners on the part of the Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 11 1 United States who shall serve at the pleasure of :the Presi- 2 dent; salaries of clerks and other employees appointed by 3 the Commissioners on the part of the United States with 4 the approval solely of the Secretary of State; travel expenses 5 and compensation of witnesses in attending hearings of the 6 Commission at such places in the United States and Canada 7 as the Commission or the American Commissioners shall 8 determine to The necessary; not to exceed $1,500. for repre- 9 sentation expenses, in accordance with such regulations as 10 the President may prescribe, and official entertainment; and 11 special and technical investigations in connection with mat- 12 ters falling within the Commission's jurisdiction: Provided, 13 That transfers of funds may be made to other agencies of 14 the Government for the performance of work for which this 15 appropriation is made. 16 International Boundary Commission, United States and 17. Canada, the completion of such remaining work as may be 18 required under the award of the Alaskan Boundary Tribunal 19 .and the existing treaties between the United States and Great Britain; commutation of subsistence to employees while on 21 field duty at not to exceed the authorized prevailing daily 22 rate; hire of freight and passenger motor vehicles from tern- 23 porary field employees; and payment for timber necessarily 24 cut in keeping the boundary line clear. EDUCATIONAL EXCHANGE 10 MUTUAL EDUCATIONAL AND CULTURAL EXCHANGE 11 ACTIVITIES 12 For expenses, not otherwise provided for, necessary to 13 enable the Secretary,of State to carry out the functions of the 14 Department of State under the provisions of the Mutual Edu- 15 cational and Cultural Exchange Act of 1961, as amended 16 (22 U.S.C. 2451-2458), and the Act of August 9, 1939 17 (22 U.S.C. 501) , including expenses authorized by the For- 18 eign Service Act of 1946, as amended (22 U.S.C. 801- 19 1158) ; expenses of the National Commission on Educa- 20 tional, Scientific, and Cultural Cooperation as authorized by 21 sections 3, 5, and 6 of the Act of July 30, 1946 (22 U.S.C. 22 287o, 287q, 287r) ; hire of passenger motor vehicles; not 23 to exceed $12,000 for representation expenses; not to ex- 24 ceed $1,500 for official entertainment within the United Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 .13 1 States; services as authorized by 5 U.S.C. " 3109; and ad- 2 vance of funds notwithstanding section 3648 of the Revised 3 Statutes, as amended (31 U.S.C. 529) ; $58,500,000, of 4 tivhich' not less than $1,500,000 shall be used for payment 5 in foreign currencies which the Treasury Department de- 6 termines to be excess to the normal requirements of the 7 United States : Provided, That not to exceed $2,800,000 8 may be used for administrative expenses during the current 9 fiscal year. 10 CENTER FOR CULTURAL AND TECHNICAL INTERCHANGE 11 BETWEEN EAST AND WEST 12 To enable the Secretary of State to provide for carrying 13 out the provisions of the Center for Cultural and Technical 14 Interchange Between. East and West Act of 1960, by grant 15 to any appropriate recipient in the State of Hawaii, $10,- 16 000,000: Provided, That none of the funds appropriated 17 herein shall be used to pay any salary, or to enter into any 18 contract providing for the payment thereof, in excess of 19 the highest rate authorized in the General 'Schedule of the 20 Classification Act of 1949, as amended. 21 GENERAL PROVISIONS-DEPARTMENT OF STATE 22 SEC. 102. None of the funds appropriated in this title 5 shall be used (1) to pay the United States contribution to 6 any international organization which engages in the direct 7 or indirect promotion of the principle or doctrine of one 8 world government or one world citizenship ; (2) for the 9 promotion, direct or indirect, of the principle or doctrine 10 of one world government or one world citizenship. 11 SEC. 104. It is the sense of the Congress that any new 12 Panama Canal treaty or agreement must protect the vital 13 interests of the United States in the Canal Zone and in the 14 operation, maintenance, property and defense of the Panama 15 Canal. 16 This title may be cited as the "Department of State 17 Appropriation Act, 1977". 18 TITLE II-DEPARTMENT OF JUSTICE 19 GENERAL ADMINISTRATION 20 SALARIES AND EXPENSES 21 For expenses necessary for the administration of the 22 Department of Justice, including hire of passenger motor 23 vehicles; not to exceed $2,500 for official reception and 24 representation expenses; and miscellaneous and emergency 25 expenses authorized or approved by the Attorney General Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 15 1 or the Assistant Attorney General for, Administration; 2 $20,100,000. In addition to funds provided under this Act, 3 unobligated balances from the amount appropriated for the 4 Watergate Special Prosecution Force in 1976 shall remain 5 available until September 30, 1977. 6 LEGAL ACTIVITIES 7 SALARIES AND EXPENSES, GENERAL LEGAL ACTIVITIES 8 For expenses necessary for the legal activities of the De- g partment of Justice, not otherwise provided for, including 10 miscellaneous and emergency expenses authorized or ap- 11 proved by the Attorney General or the Assistant Attorney 12 General for Administration; not to exceed $30,000 for ex- 13 penses of collecting evidence, to be expended under the di- 14 rection of the Attorney General and accounted for solely on 15 his certificate; and advances of public moneys pursuant to 16 law (31 U.S.C. 529) ; 468,565,OW $64,090,000: Pro- 17 vided, That not to exceed $105,000 may be transferred to 18 this appropriation from the "Alien Property Fund, World 19 War II", for the general administrative expenses of alien 20 property activities, including rent of private,or Government- 21 owned space in the District of Columbia. 22 SALARIES AND EXPENSES, ANTITRUST DIVISION 23 For expenses necessary for the enforcement of antitrust, 24 consumer protection and kindred laws, $24,000,000: Pro- 25 vided, That none of this appropriation shall be. expended for Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 Approved For Release 2005/06/14: CIA-RDP77M00144RO01100220022-5 16. 1 the establishment and maintenance of permanent regional 2 offices of the Antitrust Division. 3 SALARIES AND EXPENSES, UNITED STATES ATTORNEYS 4 AND MARSHALS 5 For necessary expenses of the offices of the United 6 States attorneys and marshals, including purchase of fire- 7 arms and ammunition, 8158,850, $161,905,000. FEES AND EXPENSES OF WITNESSES For expenses, mileage, and per diems of witnesses and 10 for per diems in lieu of subsistence, as authorized by law, 11 for payment of compensation and expenses of Commissioners 12 appointed in condemnation cases under Rule 71A (h) of the 13 Federal Rules of. Civil Procedure, and for such compensation 14 and expenses of expert witnesses pursuant to section 524 of 15 title 28, United States Code, and sections 4244-48 of title 18, 16 United States Code, including advances; $19,177,000: Pro- 17 vided, That no part of the sum herein appropriated shall be 18 used to pay any witness more than one attendance fee for 19 any one calendar day: Provided further', That no part of the 20 sum herein appropriated shall be used for the payment of the 21 compensation of land commissioners at a daily rate in excess 22 of the equivalent daily rate of compensation paid a grade 18 23 on the General Schedule. No part of any appropriation contained in this 10 Act shall be used for publicity or propaganda purposes not 11 authorized by the Congress. 12 SEC. 602. No part of any appropriation contained in this 13 Act shall be used to administer any program which is funded 14 in whole or in part from foreign currencies or credits for 15 which a specific dollar appropriation therefor has not been 16 made. 17 SEC. 603. No part of any appropriation contained in this 18 Act shall remain available for obligation beyond the current 19 fiscal year unless expressly so provided herein. 20 iSEC. 604.
