5. (Confidential - PLC) Received a call from Frank Reeder,
OMB, who said that they had reviewed the Director's testimony before
tfi zug Subcommittee and considered it excellent. He said the Director
is: taking a sound position and responding to any individual who is requesting
any information concerning them. This clearly reflects his intent to be
as responsive as he can. He assured me that OMB still supports the
Agency's exemption in the Privacy Act and would not initiate any action
to strike the exemption. I explained the Director's position to exempt
intelligence sources and methods and that we are working up some
language to submit to the Subcommittee on Government Information and
Individual Rights, House Government Operations Committee. He asked
that I keep him informed as to the developments in this regard and he
felt sure that OMB would support whatever exemption the Agency deems
best.

22. (Unclassified - GLC) Called Mark Kliman, in the office of
Representative Les Aspin, about his inquiries and attempted to explain
the basis for the apparent differences in the position taken by Secretary
Clements and that of the Agency on the percentage of Soviet GNP devoted
to defense. I also told him we were willing to sit down and talk with Aspin
about how we arrived at Soviet defense figures and I explained some of the
complications involved. Kliman said when they go after somebody they like
to do so on the basis of written material but he would take the matter up
with Aspin tomorrow to see if he was interested in meeting with Agency
representatives.

24. (Unclassified - GLC) Called Phil Buchen, White.House staff,
concerning the Director's letter to him today on H. Res. 72. 1 went over the
letter with Buchen, telling him we were asked by Chairman Price, House Armed
Services Committee, for our comments and the matter was coming up before
the Democratic Caucus tomorrow. I told him that we were trying to coordinate
our response with but had run into difficulties with George Gilbert who
ld
said they have not yet gotten letter. I told Buchen. that we cou
LDX a copy of our letter to Price over to him but he said he would get a copy
from Gilbert. Buchen then said he understood from one of the congressional.
relations people that they did not think Holtzman would have the votes to sweep
this. I told Buchen that is what we thought but there are no guarantees. Buchen
said he had sent a letter directly to Price saying this is a matter that should be
dealt with only in the context of the Select Committee. Buchen said he would
get back to us as soon as he could.
In addition to my call to Buchen, I called Max Friedersdorf and. Russ
Rourke, White House staff, to alert them to the impending Democratic Caucus
action on H. Res. 72 tomorrow and to urge they clear our letter to Chairman.
Price, House Armed Services Committee, on this Resolution.. All agreed to
do everything they could on both points.
Later in the evening talked with Buchen and Jim Hyde (of CMB) who
asked that we modify our letter on H. Res 72 somewhat. With. this change
they gave their clearance.

with our request for a quick approval from OMB of our comments on.
H. Res. 72. The approval was finally cleared late in the evening with
Mr. Cary.
