11. Met with Chairman Lucien N. Nedzi (D. , Mich. ),
Special Subcommittee on te.lligence, House Armed Services Committee, and
gave him copies of the Director's prepared text of the "Address to the Fund
for Peace Conference on CIA and Covert Actions, " to be presented on
13 September, a summary extract, and a copy of the outline of activities for
the National Security Project, Fund for Peace. With regard to press reports
of Senator Frank Church's (D. , Idaho) desire to review the Intelligence
Subcommittee transcript, Chairman Nedzi indicated that he would b~~X~bafHR
to authorize such a release. I reviewed with Nedzi the decision of t
arbitrator on Air American/SAT, the status of Air America
and the 30 August 1974 Renegotiation Board letter of exemption to Air America,
and gave him copy #1464, Volume 18, No. 2, "Studies in Intelligence, " which
contains a paper by Chairman Nedzi. Chairman Nedzi noted in passing that
he has received a letter charging that together with the Chief of
the Army and the Chief of Staff, are on t lie CIA payroll. has
been advised.

12. I I Met with Paul Summitt, General
Counsel, Senate Judiciary Subcommittee on Criminal Laws and Procedures,
to discuss the Agency's position concerning court review of Agency classified
information, and left with him a position paper on the subject. Summitt had a
clear understanding of our position. He gave me a copy of and discussed the
latest version of Section 1124, Disclosing Classified Information, in the
modification of the criminal laws,,8,-149_0, now before the Subcommittee
(see memorandum to OGC). Summitt alerted me to hearings scheduled by
his Subcommittee for 1 and 2 October on S. 2820, which establishes procedures
for wiretapping by the U. S. Government. The hearings were scheduled to
satisfy Senator Gaylord Nelson (D., Wis. ), who threatened otherwise to
Vqntroduce a floor amendment to the State/Justice Appropriations bill to require
a warrant in all wiretapping. The Director, FBI, and the Attorney General
will be testifying. Summitt said the Agency would not have to appear but he
wanted to be sure we follow. the hearings closely to protect our interests.
Accompanied the Director to a meeting
with the CIA Subcommittee olSenate Armed Services regarding Chile.
