1. At the Executive Committee Meeting this morning the Director indi-
cated that he does indeed intend to have reports from each Deputy Director
on the significant activities of each of his Offices once a week, and at least
three of us were able to make brief reports. I reported on the Office of
Personnel and took most of my items from the Office of Personnel April
1965 Highlights. I reported the following:
a. Agency strength has been reduced by 429 since the beginning of
Fiscal Year 1965.
b. A bumper crop of college students is seeking Federal employ-
ment in 1965.
c. Fifty-one retirees have sought placement assistance in the first
six weeks of our rejuvenated outplacement operation.
d. One hundred three Fitness Reports are delinquent.
e. The Employee Activity Association now has
f. Our female employees do indeed seem to be interested in using.
the physical fitness room, since more than sixty have used the room on
each of the days it has been available to them.
g. I also mentioned the barber shop and said that only three of the
six barbers are being kept busy. The Director instructed Mr. Kirkpatrick
to issue orders that no employee will be given time off to leave the build-
ing to get a haircut. The Director thought that this might improve our
business a little.*
2. At I equest I met with Frank G. Meyer, Acting Deputy
Assistant secretary of State for Foreign Buildings, and three of his assistants
together with several of our own people to discuss the new embassy in Saigon.
The Department has an appropriation of $1 million for the new embassy, but
it will cost more than twice this amount. They want CIA to pay a prorated
amount. In fact, they want us to pay more than our prorated share and, in
addition, loan the Department the balance of the money needed. I said that I
was very sympathetic to their problem since we all need an embassy in Saigon

promptly. However, I think we should negotiate a settlement according to
the following principles:
a. If we pay our prorated share of the construction cost, this
should be taken into account when the Department bills us for services
c. We would then be willing to pay our fair share of the cost.
d. We would be willing to advance funds to the Department with
the understanding that they would deduct this amount from our annual
bill. This, of course, would require the approval of the Bureau of the
Budget and appropriate Congressional committees.
I emphasized that these were my personal reactions to their suggestion and
that they would have to be approved by the Director before I could seek ap-
proval outside the Agency. It seemed obvious that the Department is in a
spot because of their own inept handling of the situation and that they are
anxious for us to pay more than our fair share so that they can let a contract
for the six-story building which has already been designed and planned.
3. I spent a great deal of time today meeting with the other members of
the Board of Trustees of the Educational Aid Fund to select those dependents
who should receive educational scholarships.
4. After conferring with Emmett Echols, I assured General Carter that
25X1A9A we have a full-time job forl when she reports to work next
Monday, 17 May. I told him, however, that she was not being as flexible as
she might be and that, while we would not consider reducing her grade for
at least six months, I was not optimistic that we would be able to place her
in another grade GS-11 job.
5. I talked with both Admiral and Mrs. Raborn about the Hawthorne Street
house. They definitely want to rent it. Therefore, I ill arrange the

lease, which will run from 1 June through 30 September, although they can
move in on 27 May.
