2. 1 talked to
3. Emmett Echols conferred with me on a number of things.
a. Emmett had a good talk with Bob Ayers of GSI this morning about
a barbershop in the Headquarters building and was optimistic that this
could be worked out.
b. Emmett brought to my attention the proposed one-year contract
fo as an independent contractor at $500 per task. WH Divi-
sion anticipates that he will have not more than six tasks. I offered no
objection.
c. Emmett reported to me on a meeting which he and a number of
others attended in Mr. Kirkpatrick's office Thursday, 2 July, at which
time Kirk advised the group that we would have an alumni organization.

that in a staff study prepared not too long after General Carter and Mr.
McCone came to the Agency it was decided by them that we would not have
an alumni organization and that there was already an Agency Regulation
at the printers having to do with the CIA Reserve. (We anticipated using
the Reserve in about the same way Kirk now anticipates using the alumni
association.) Kirk told Emmett that we should not rescind the Regulation
being printed but that we should "drag our feet on its implementation. "
d. I reviewed a draft of a letter to the Civil Service Commission re-
garding summer employment which Emmett had prepared in accordance
with General Carter's request. I asked him to coordinate it with John
Bross, Jack Earman, and Larry Houston.
4. Mr. Sanders of the Civil Service Commission telephoned to say that
the film footage taken at the White House on the occasion of the President's
Distinguished Federal Civilian Service Awards ceremony was ready for view-
ing and would be shown at 1400 hours on Thursday, 9 July. I asked Emmett 25X1A9A
to send someone to view the film and suggested that 1 :1 of the Office
of Training go along. I also asked him to notify Mr. Sanders of who would be
attending from the Agency.

7. Bob Fuchs telephoned to say that the vault in the South Building will
not be finished until about 1 August and that he therefore wants to postpone
the move of the Office of Finance now scheduled for 13 July. I confirmed my
earlier view that I do not want the Office of Finance to move until the vault
is ready unless there are compelling and overriding reasons for doing so. I

8. At the Executive Committee Meeting this morning:
b. General Carter also said that some military friend of his had
recommended a helicopter, the Kaman UH-2C, as being extremely use-
ful in the counterinsurgency field. (I also aske o look
into this and to advise me regarding what he knows out t s elicopter.)
9. Dick Helms contacted me to discuss further the executive pay scale.
He felt strongly that the four Assistant Deputy Directors should be at the same
level as the General Counsel and the Inspector General. He also would much
prefer to have the "four field station chiefs" positions changed so that they
could be used for personnel on duty at Headquarters. He explained that he
has about four people at Headquarters whom he believed to be more deserving
than anyone he has in the field. These four are Jim. Critchfield, Des FitzGerald,
Jim Angleton, and Bill Colby. I told Dick that I would put his views forward
when I discuss the pay scale with General Carter. I learned later that Level VI
was deleted in the Senate bill, and I conferred with Larry Houston and Emmett
Echols about the approach we should take. We agreed that they would do a
further analysis of the bills as they now stand so that we would be better pre-
pared to discuss the matter with General Carter on Wednesday afternoon, 8
July.

12. Emmett Echols conferred with me on a number of things.
a. Emmett reported that he has had no luck yet in finding a secre-
tary for Mr. Dulles. I asked him to keep trying.
b. I agreed with Emmett that would become the
Chief of the Personnel Operations Division upon completion of his
current tour of duty with DD/S&T on 30 September. I also agreed that
on that dat would take over from as Deputy
Director of Personnel. (This, of course, assumes that this date is
satisfactory to DD/P.)
c. Emmett reported that the Personnel Evaluation Board has con-
sidered the case of the JOT recently thrown out of the JOT Program be -
cause of an infraction of the rules ati At the moment
Emmett believes that this individual should not be terminated from the
Agency.
d. Emmett and I talked about I next assignment, and
I said that I would be perfectly willing to have him as Deputy Chief in
the Personnel Operations Division. I asked Emmett to let me know how
his talk with Bob comes out since I will be seeing Bob tomorrow. If
Emmett is not going to use him in some key position in the Office of
Personnel, I want to consider using him in the S Career Service.
