JOURNAL
OFFICE OF LEGISLATIVE COUNSEL
Friday - 4 August 1972
1. 1 1- GLC) Mentioned to J. Sourwine, Chief Counsel,
Senate Internal Security Subcommittee, the inquiry we had received from
regarding Al Tarabochia (see Journals of 2 and 3 August). As I
puccou, Sourwine was quite irritated that Tarabochia had made this
request without clearing it with him personally, but said if we could give him
some assistance without any great inconvenience he would appreciate it.
2. GLC) In response to his request yesterday, I
called Jim ine, o e House Immigration Subcommittee staff, and
suggested that we provide him with an advance copy of the new survey on
the world opium situation which will be released on 16 August (with the
assurance that no mention will be made of it until that date) and then if
Representative Rodi.no. has any questions we would be glad to have someone
come up and brief him. I pointed out, however, that the Richard case
was a matter that should be taken up with the State Department since this
involved current diplomatic negotiations. I will get a copy of the report
to Cline on Monday.
3. - JMM) Called Mr. Colgate Prentice, Deputy Assistant
Secretary of State for Congressional Relations (House), to say that the Director
had received a letter formalizing the earlier request of Representative Paul
McCloskey, as Chairman of the Southeast Asian Committee of the Members
of Congress for Peace Through Law, requesting a briefing on evidence of the
bombing of dikes and civilian areas in North Vietnam. I noted that in his letter
McCloskey said he had submitted similar letters to Secretary Rogers and
Secretary Laird and would be happy to have either a coordinated or separate
briefings. I explained that since State had already served as the Administration
spokesman on this matter we propose to refer McCloskey to State in which we
had gotten White House concurrence. In response to his request I am forwarding
a copy of McCloseky's letter to the Director to Prentice. CRC. 7/2812003

4? I I Spoke to Jay Sourwine, Chief
Internal Security Subcommittee, and based on the advise
CI Staff, corrected some of the inaccuracies in the Washington
Post
article of 7 July regarding the jailing in Cuba of a U. S. pilot of a highjacked
airplane. I told Sourwine that evidently this was a chartered flight and in the
rush and confusion the pilot had left behind proper identification and had been
detained temporarily in Cuba until his bona fides could be checked. Sourwine
thanked us for the information.
5. Delivered to Mr. Wheeler, in the office
of Senator Jacob Javits R. , N. Y. ), a suggested reply to a constituent's
request for information concerning FBIS. Mr. Wheeler was satisfied and
said no further action was necessary.

Education and Labor Committee staff, clarifying language to amend section
15 (age discrimination provision) of H. R. 7130, Fair Labor Standards Amend-
ments of 1972. The proposed language would resolve the existing conflict
between section 15 and other provisions of law applying to Federal employees.
Vagley said that this position seemed eminently sound and that he saw no
reason why the language could not be inserted into the bill, and he will advise
us should an problems arise. 25 1

Met with Mr. Norman Cornish, Deputy
Staff Dire ou committee on Foreign Operations and Government
Information, and discussed with him the Chairman's request for information
concerning Agency contracts for Agency public relations and similar
activities. Mr. Cornish readily accepted the fact that the Agency has no
such contracts and said it would be necessary for the record that the Agency
respond in writing to the Chairman's letter of 15 July.
Mr. Cornish told me that he has been in regular contact with
Mr. Valentin Povlovich Aksilenko, Second Secretary in the Commercial Office
of the Soviet Embassy, The details of the meetings have been reported to the
FBI and the Department of Commerce. He gave me a copy of a compilation
of Soviet Union imports to the United States epared by the
Soviet Embassy by their records. O/DDI, has been
advised.

9.1 I talked to Mr. J. Sourwine, Chief
Counsel, Senate Internal Security Subcommittee. He apologized for his
absence since his call of the 31st of July. The press conference held by
BNDD concerning drug activities in the Far East provided official responses
to the questions he had raised in his earlier calls. See Journal of 31 July 1972.
