1. (Confidential - GLC) John Maury andi had lunch with 25X1
Herb Roback, Staff Director, Subcommittee on Legislation and Military
Operations, House Government Operations Committee, and discussed the
situation concerning a proposal by Representative McCloskey calling for an
investigation by the Committee, or one of its subcommittees, of CIA covert
operations. Roback said he and Chairman Holifield plan to speak to
Representative Lucien Nedzi about the jurisdictional issues involved and
suggested that we take it up with Frank Slatinshek, Chief Counsel, House
Armed Services Committee. Roback also thought it would be helpful if the
Director would talk with Chairman Holifield about McCloskey's proposal.
We agreed it would be best not to approach the issue on strictly jurisdictional
grounds but to try to resolve it on the practical basis that this was something
which Mr. Nedzi is looking into and, therefore, a duplicate effort on the
part of the Government Operations Committee was not desirable.

reach J. Sourwine, Chief Counsel of the Subcommittee, on this without
success and asked him to take it up with Sourwine as soon as possible.
Martin showed me a publication which we had gotten for him some time
ago on political parties in Africa (published by JPRS 23 April 1971) and asked
if we could provide any updated material on this subject. Martin is interested
in it and would like to develop something for Subcommittee publication.
Later in the day Sourwine called me and I went over thelI situatiod5X1
with him. He said he appreciated our providing him with the material and
would get it from Martin and take a look at it.
3. (Confidential - GLC) Guy McConnell, Senate Appropriations
Committee staff, called. He said they were scheduling their appropriations
hearings and had tentatively scheduled the Director for 6 June, covering the
intelligence community in the morning and the Agency in the afternoon, before
the Intelligence Operations Subcommittee. These hearings will be followed
by sessions with DIA, NSA, and any others. I told him we would check the
Director's calendar and be back in touch with him.
