In response to my query, Mrs. Margolis said she was doing
researc on espionage laws and her attention had been directed to these
two publications. She said she was doing this in connection with the Sub-
committee plans for hearings next week on the Administration's bill to
revise Title 18 of the U. S. Code as proposed by S. 1400. I told her we
would get copies of the unclassified studies she had requested tomorrow.
7. (Internal Use Only - LLM) Yesterday in closing out an inquiry
from Robert Hull, Department of State, he mentioned the possibility of a
legislative proposal to make compensable disability incurred by dependents
of Foreign Service personnel stationed abroad resulting from terroristic
activities. Apparently Department of Labor rejected the idea of adding the
benefit onto their program and the Civil Service Commission, while
sympathetic, was not willing to push. Hull thought the authority might
.repose in the Secretary of State and was hopeful of possible action as a
rider to legislation to provide armored cars and other protection for certain
overseas posts . Hull promised to keep us advised of any progress.
