14. (Confidential - JGO) I received a call from Herb Roback, Counsel,
House Government Operations Committee, who told me that Chairman Chet
Holifield has received a letter from Representative Edward I. Koch (D. , N. Y. )
requesting an investigation of CIA training of municipal police . Roback told
me that although he assumes there is reasonable explanation that the Chairman
has been under considerable pressure especially in the Democratic Caucus
for greater investigation of actions of other executive agencies, it will be
necessary to develop the facts in this case. A meeting was scheduled with
Roback to brief him in his office at 10:00 a. m. , Thursday, 8 February 1973.
15. (Internal Use Only - JGO) Received a call from Gordon Kerr,
in the office of Congresswoman Barbara Jordan (D. , Tex. ), who told me that
the Congresswoman is most interested in the charges made by Representative
Edward I. Koch (D. , N.Y. ) in his press conference this morning concerning
training of municipal policemen by the Central Intelligence Agency. I scheduled
a, meeting with Kerr for Thursday afternoon to meet with him and discuss
this matter. Time of the meeting will be confirmed on Thursday morning.
16. (Internal Use Only - JGO) Talked to Frank Slatinshek, House
Armed Services Committee staff, and Ralph Preston, House Appropriations
Committee staff, and brought them up-to-date on the status of Richard Helms'
confirmation hearings and the training of municipal police covered by
Representative Edward I. Koch (D. , N. Y.) in his press conference this
morning. Slatinshek and Preston both asked for a fact sheet for use in
