Item 3 NIE on the Potential for Revolution in Latin America

This item responds to a request from General Porter (CINCSOUTH)
for an exmination of the prospects for revolution and also serves as input to
Ambassador Martin's study group which is preparing a paper on long-term policy
towards Latin America.
State/INR took a reservation on paragraph 26 (pages 24 and 25) on
the grounds that the text may suggest a greater change in the Latin American military
than has actually occurred.
BNE has been informed that General Yarborough is not in agreement
with the estimate in Conclusion F dealing with the development of Castro-Mao type
insurgency and wishes to footnote.
Item 4 Proposed Program of National Intelligence Estimates for Period
1 April - 30 September 1968

This is the regularly scheduled review of the NIE program for the next six
months. Requirements of USIB Members for SNIEs and NIEs have been
incorporated in this draft program and timing seems to be adequate for requestors'
needs. No particular problems are anticipated at the USIB meeting.

Item 5 Memorandum for Holders of NIE 11-1- 67 "The Soviet Space Program"
BNE draft coordinated with USIB Representatives for USIB approval;

At your request this updating of NIE 11-1-67 issued in March 1967
was prepared for Board consideration. The principle change from the basic
estimate is that the dates for Soviet attainment of their objectives in their manned
space program, manned lunar landing and large space station programs are now
estimated somewhat later in the time period. The DIA Representative has taken a
reservation to paragraph 8., page 10. , since he feels that the available evidence
is insufficient to support the judgment that
