TOP SECRET 25X1 IA-RDP82M00097RQ42600180013- Copy No. 3 August 1971 MEMORANDUM FOR CHAIRMAN, USIB SUBJECT Secretariat Summary of USIB Agenda for 5 August NOTE: This will be Admiral Harlfinger's last meeting. He plans to introduce the new Director of Naval Intelligence, Admiral Earl F. Rectanus (bio attached). Admiral Rectanus will be sitting at the table as the Navy Observer. We anticipate that Admiral Harlfinger, who will be sitting in the visitor's seat on your left, will leave follow- ing the farewell. (will attend for Item 1 Guidance for National Reconnaissance Program Planning, FY 1973 and Beyond COMIREX and SIGINT Committee Reports for USIB consideration; Sponsors - These reports respond to topics identified by the Director, NRO as FY 1973 NRP issues and are submitted to USIB concurrently. The CIA briefing memorandums for General Cushman which are in your book recommend Board approval of both papers as requested by the Committees for forwarding 25X1 to NRO as guidance. Although Ray Cline, joined by Admiral Gayler, requested that this item be placed on a USIB agenda, we are not aware that they or any o the other members have any significant problems with these papers. has also advised us that these papers cause no problems for the NRO. Item 2 Watch Report Draft by the Watch Committee to be circulated for USIB approval; Sponsor - General Cushman Item 3 SNIE on The Outlook for Chile under Allende BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Huizenga This SNIE responds to a request from State's Bureau of Inter-American Affairs with the endorsement of the NSC staff. The changes, which were circulated by CIA on 3 August (see tabs in your book) contain some refinements and clarifications, but are expected to be cleared without difficulty. So far as BNE knows there are no major disagreements with this draft and BNE does not anticipate any dissents at the Board meeting. Executive Session So far as we know Admiral Gayler's request of last week for 15 minutes in executive session at the next Board meeting has not been changed.
