Finding s Intelligence materials bearing on this estimate were generally sufficient both in quantity and quality. Such difficulties as did arise stemmed not so much from deficiencies in factual coverage as from problems of interpretation of broad trends from a mass of data. However, this estimate would have benefited from fuller information concerning: 1. Nasser's position and problems in Syria, including the extent and sources of present and potential Syrian opposition to the UAR regime. 2. Qassim's essential motives and the relative strength and capabilities of Iraqi factions, including Pan-Arab nationalists, Iraqi nationalists, Communists and Communist sympathizers. 3. The extent and nature of Sino-Soviet controls over Iraqi Communists, and Bloc strategy and tactics.
