NSC 5912, Part 6 B. NSC 5906/1 The President has directed that the departments and agencies responsible for the several national security programs prepare annually reports on the status of these programs for the information of the President and the National Security Council. As requested by the-President, these reports should emphasize primarily trends as of the reporting date in comparison with the date of the preceding report as they can be reasonably projected. Such trends should be expressed .ins: terms of an integrated appraisal of the status of each program in achieving the objectives set forth`.in applicable national security policies, particularly NSC 5906/1. This appraisal should take into account not only developments in the U. S. programs but also developments elsewhere in the Free World and in the Soviet Bloc which affect the ability of the program to achieve policy objectives. The President has further directed that each status report be as concise as possible consistent with adequate presentation. Accordingly, it is requested that the Central Intelligence Agency, in consultation with other departments and agencies as may be appropriate, and with the assistance of the NSC Staff, submit not later than September 1, 1960, a report on the status of the foreign intelligence program as of June 30, 1960. On the basis of these contribu- tions the USIB Secretariat.-plans to draft and coordinate with representatives of USIB agencies a report of roughly the same length and level of generaliza- tionas last 'ear's final paper (USIB-D-3, 2/5, Final, 27 August 1959). However, our emphasis will be in the direction of even more brevity of treatment if that is feasible. Accordingly,, even though contributions are solicited from many sources,, it will not be possible to make specific mention or detailed comments (as we did in the past when longer reports were,. submitted) about certain of the individual functional activities within the -intelligence community which contribute to the overall status of the community. Contributions -should emphasize major developments, significant trends, and principal emerging problems. To the extent feasible it is desirable that these contributions be cast in the form of generalized -.statements appropriate for inclusion in this relatively brief report; however, such contributions should also include adequate background ..data to isup.port the generalizations and to permit evaluation of their over-all significance, even though the final report may not contain these detailed supporting data. In some areas, of course, a contribution may not be appropriate; science in Africa, for example, obviously is not worthy of treatment in a report of this length. Agencies and.,USIB Committees are requested to contribute within the spheres of their primary collection and production rreaponsibilitie.s-even though not -specifically listed below as a suggested contributor. Coordination and consolidation of contributions by relevant organizations and committees is encouraged wherever such is feasible.
