The Statement of Responsibilities and Authorities of the CIA Contract Review Board has been reviewed and in the opinion of this office pose no problems insofar as the contracting responsi- bilities of OSA are concerned. 2. The delegation of Contracting Officer authority to OSA is direct to the Chief, Contracts Management Division by title. This delegation permits execution of all contractual documents which obligate Agency funds, regardless of amount, provided such contracts are authorized in a duly approved activity program or budget. The OSA contracting authority is used to administer Agency funds only in those instances where this is required because of the program objectives, security restrictions, or contractual relationships. We are of the opinion that, when the DD/S&T approves this arrangement, the transaction should be handled entirely through the OSA system. We should avoid the problems which would inevitably arise if we tried to mesh the procedures of two different systems. There have been so few of these cases that such an exception would not be contrary to the intent of the proposed regulation. . ~ J IIy HANDLE VIA CONTROL SY OPO/ . The OSA closely integrated procedures together with the effectual contracting operation may be impaired if additional review levels are introduced into its existing compact structure.
