On 26 June 1952 the Chinese Communist local cadre training class of Hunan was in the. former Japanese consulate at Shuiluchou (3055/7120/3166), opposite Tahsimen ,1,129/600724), in Changsha (112-58, 28-12). The school. gave basic to'hsien and ch'u cadre members, emphasizing Communist Party principj-es,. The course included the study of Communist leaflets on various topics and the following special Communist documents: a, "Chinese Communist Party Regulations"., compiled by the dean's office of the Communist Party Academy of the Chinese Communist Party's North China Bureau. b, "On the Fundamentals of Len'Uiism'", by Stalin. .o. "Rectification of the Incorrect Inclination of the Party", by MAO Tse-tung. d. "The Position of the Chinese Communist Party on the Racial War", by MAO Tse-tung. e. "On the Coalition Government", by MAO Tse-tung. f0 "The Current Situation and Our Task", by MAO Tse-tung. The first training class started on 1 March 19519 and at that time it was attached to the military and political college at Nanyuehmiao (113m16s 29v ). By late June 1952 three thousand and thirty-six persons had completed training and the seventh class was in progress. The have been four classes annually. The duration of the first and second of these classes was one and one-half months each and the duration of the third class was three months. Trainees for the first and Iecond annual class were selected from the military and political college. Trainees for the third annual class were selected.from the various hsien and chlu by the local Communist Party organizations. Some students were transferred to the classes from highschool. There was no restriction of age or sex for trainees. 3. In June 1952 HUANG K?o-ch?eng (7806/0344/6134)2 was the nominal head of the training class and LIN Sungmt?ao (2651/2646/3447) was the actual head of the training class. LIN9 aged 48..yearsA is a senior Chinese Communist cadre member and a native of Hunan. During the Yenan periods, he was a member of the local Communist committee in Ch?ap;gsha and was responsible for underground activities in east Hunan. Prior to the capture of Hunan by the Communists, LIN was connected with CH?ENG Chien (4453/3383)3 and he also played an important part in persuading CHgEN.Ming-jen (7115/2494/0088)4 to defect to the Communists 2 5X1 25X1 In August 1952 the Chinese Communist cadre school of Nanking was on the grounds of the former Nationalist Political College on Chien Yeh (1696/6777) Road. ,The school had 500 (sic) instructorsf, 300 orderliesq and an, enrollment of 19500 students. THIS IS UNEVALUATED INFORMATION In early June 1952 the Communist womenQs association in Hengyang (112=.36, 26-24) received orders from the Central.and South China Military Area to make 1009000 pairs of cotton shoes before the end of August and to obtain the required materials for making the shoes from the Hengyang Bedding and Uniform Factory. On 9 Jude the womengs association issued the following directive regarding this works a. All women in Hengyang between the ages of 16 and 45 are to participate in this w rk. b. Each woman must make at least one pair of shoes, which must be returned to the women?s association within two weeks after the receipt of the material for-the shoes. c. A dependent of a deceased soldier will receive a payment of three catties of rice for each pair of shoes she makes. d. A dependent of an active soldier will receive a payment of two catties of rice for each pair of shoes she makes. e.
