THIS IS UNEVALUATED INFORMATION
As of early July 1952 public security units' im=the military sub-districts of the
Shantung Military District, under HSU Shih-.yu (6079/0013/0645), had been ordered to
expand and to reorganize into public security divisions. The necessary men were to
be drawn from the peace preservation units of the cities and the hsien within
the military sub-district affected. If these units were insufficient., militiamen
would then be recruited, by special recruiting teams, in the cities and in the
rural areas. The divisions were to be completely formed by the end of August.
