Daily Report was blank and asked if we could look into it and send him whatever material he is missing, g, I I Spoke with Robert Hull, Department of State, to determine, informally, their interest in joining us in "piggy- backing" on the Civil Service proposed legislation relating to cost of living adjustments on retirement. He said they would be interested in joining us, 9. Received a call from Mrs. Anne Peterson, in the office of Representative George H. Mahon (D. , Texas), regarding a letter from a constituent, inquiring 25X1A about employment possibilities with the Agency in I 25X1 A suggested that she forward the letter to this office and we would have our Personnel office take whatever action is necessary. 10. Met with Mr. Ralph Preston, House_ ~p,_ropraton~ C,g? m ee staff, and gave him a copy of the Warren Unna 1968 article concerning alleged opium smuggling by Vice President Ky. I told him also that as associated with an Agency activity for the period October 1962 to 31 July 1964. Mr. Preston thanked me and said he would appreciate more on nd his allegations if it is available. Mr. Preston also told me that he would like to schedule the morning of 13 April together with Mr. Bill Woodruff, Counsel, Senate Appropriations Committee, if he is available on that date, for briefing on the Agency budget proposal. I later talked to Mr, Woodruff who indicated that he will do his best to be in attendance at the briefing on the 13th, This has been cleared with Colonel White. Mr. Lowenstein will call me when the questions are ready to be picked up. DDI, has been advised. 6. I met with Mr, John Blandford, Chief Counsel, ouse rme ervices Committee, and told him that Representative McCloskey's (R. , Calif.) staff has contacted the office again today requesting briefing on Agency activities in Laos. The message has been relayed that clearance from the Chairman, House Arrned Services Committee, is necessary for such briefings. Mr. Blandford will take care of the matter if it comes his way from the Chairman, I also briefed Mr. Blandford on the following items: ChiCom statements on Soviet bb,rder buildup; ChiCom military airfield near the Laotian bQ,rde r; ChiCom instrumentation ship conducting sea trials; a ChiComatomic facility; Soviet ABM boosters; Soviet ~Iv~diterraneanfleet;Soviet SS-13 Mod 2; Soviet airlift to Egypt; and new deployment of radar equipment in Egypt. 7, I ~ Steve Vossmeyer, in the o.f.fice o.f Senator Thomas Eagleton, called and said the Senator would like a follow- up briefing to the one Mr. Carver gave him on 9 March preparatory to his upcoming trip to Southeast Asia. He said the Senator hoped Mr. Carver could give it preferably on Tuesday,. 6 April, at either .1:00 or 2:00 p. m. I said I would give him an answer tomorrow. J.) and Senator Fulbright (D. , Ark,) during the briefing. See Memorandum for the Record. 3. Met with Mr. Frank Slatinshek, Assistant Chief Counsel, House rmed Services Committee, who told me he thought the briefing had gone well and reiterated that the transcripts will be held in the Committee office for review. by members if desired and will not be made available to the personal staff of the Committee members. He also indicated that he feels Committee utilization of the transcripts will be complete in one or two days at which time the transcripts will be returned to the Agency for safekeeping. 4, The transcript of the Director's briefing of Senate Foreign Relations Committee on 25 March was forwarded to the Committee for their use and returned to the Agency for safekeeping. 5, I I Met with Mr. Ralph Preston, House Appropriations Committee staff, in resonse to his call concerning the 22 March Jack Anderson column relating to CIA support of "opium racket in Laos. " I gave Mr. Preston the factual information developed in response to last year's accusations by then Representative John V. 25X1A Tunney (D. , Calif. ). Arrange- ments were made to return the reporters notes to the Agency for safekeeping and delivery to the reporting firm tomorrow to be transcribed. The finished transcripts will be retained by the Agency subject to call by the Committee. 7. I ~ Met with Mr, Ralph Preston, ouse ...~.. Appropriations Committ_ ee~ff, who told me that Representative Minshall (R. ,? Ohio) has requested a briefing by the Director on current intelligence, Scheduling of a date will await approval for the meeting by Chairman Mahon, I briefed Mr, Preston on the following items: ChiCom statements concerning the Soviet Union; ChiCom antiaircraft defense in northern Laos; and Soviet airlift of electronic equipment to Egypt. 8.
