SUBJECT: President Lyndon B. Johnson Library Project
On Thursday, 20 July 1967, at 10 a.m. I met in the Office of
Presidential Libraries at National Archives with Mr. Herman Kahn
and. his Assistant, Mr. James D. Walker. We met at Mr. Kahn's request
to discuss the participation of Central Intelligence Agency in the
continuing program to gather copies of records material for the
Presidential Libraries. Mr. Kahn expressed appreciation for the
material the Agency sent to the Kennedy Library. He wished. to
continue a similar effort for the President Johnson Library.
Mr. Kahn referred. to the President's memorandum to GSA
(15 November 1966) establishing the Presidential Libraries as a
continuing program to be conducted. by National Archives. Mr. Kahn also
referred. to his Administrator's memorandum (7 April 1967) to the
Director which requests copies or originals of papers on issues,
policies, and. events of the period., especially those that had. White
House interest or activity that influenced the Agency's actions.
He recalled his last meeting with Mr. Houston as the Agency's
General Counsel when we agreed to give the Kennedy Library microfilm
copies of some material and. would. earmark and hold certain sensitive
items that could. not be released. until a later date.
Mr. Kahn wished. to exphasize that Presidential Libraries have all
types of classified. data. All their personnel are security cleared.
and access to material is governed. by Executive Order #10501. He said
the material is made available only as the original material in the
Agency is available. Any restrictions are followed. and. release is
made only with proper approval.
Mr. Helms was recently interviewed. by National Archives for the
oral history project, Mr. Kahn informed. me. He went on to say that
within two weeks a memorandum would be sent by the Archivist to all
Presidential appointees requesting them to d.eposttheir personal
papers in the Presidential Libraries. Mrs. Lyd.dnAintend.s to send. a
personal letter to several friends and. appointees requesting that
their historic personal papers be deposited in the President Johnson
Library. (This information was passed on to the DDS, Mr. Bannerman
through the Acting Chief, Support Services Staf

Mr. Kahn also indicated. that this current effort will be concerned.
with material no earlier than November 1963 and. no later than
30 June 1967. Later, another cut-off date would. be established.. He
gave me the attached. list of "Suggestions for Agency Representatives
assigned to the Lyndon Baines Johnson Library Project"
I assured. Mr. Kahn we would. be pleased. to cooperate in this Project
and that I would arrange to meet with Mr. Houston and reactivate the
procedures that were so successful for the President Kennedy Library
Project.
