Pao Nong Thon) have been organized in every village in the Democratic Republic of-Vietnam (DRV) -controlled zone of Vietnam and can broadly be considered as one of-the key bases of the Indochinese Communist Party (PCT). These cells constitute the eyes and ears of the PCI and continue to,be a ,strong weapon in the Communist?e hands to assure compliance with the. DRV Government's directives. 2 In the eyes of-the Vietnamese Communist-leaders, the main weakness-in thee peasant-famamer organizations is their nar^ress of interest and the lack effective leadership. This weakness in leadership was clearly re'cognize4 the C??mmunist leaders in the semi-annual congresses of the PeasantoFarmer_ Federation. After the DRV Government levied.the new agricultural tax the role of the peasant- farmer c" became even more important o The task of enforcing .the collection of the agricultural tax while still maintaining an appearance of democracy is. a difficult one.
