After checking with OTS and OGC, I advised Ms. Lowe that we had no records that would substantiate this fact, however, I did caution her that the record and indices on MKULTRA are obviously limited and not complete. 8. Mr. Shulsky requested a copy of the report written on 21 July 1978 by the Critical Collection Problems Committee, Subcopllwittof, International Terrorism, which is chaired by CIA. said he had no problem with releasing this t to Mr. Schulsky.
