Approved For Release 2006/11/27: CIA-RDP81-00818R000100040033-4 INTEIINAL USE ONLY 6 August 1969 MEMORANDUM FOR THE RECORD SUBJECT: Conversation with Miss Marcia MacNaughton, Professional Staff Member, Subcommittee on Constitutional Rights 1. As a followup to my meeting of last evening with Miss Marcia MacNaughton, Professional Staff Member, Subcommittee on Constitutional Rights, I called her and advised that Agency policy regarding use of psycho- logical testing has not changed since 1966. Miss MacNaughton corrected me and asked if I was referring to personality tests on applicants or employees. I agreed with her correction without further definition. We did not discuss the effect of the proposed legislation on the Agency's "use of personality tests. " 2. Miss MacNaughton then asked if she could be allowed to comment off the record, and advised that in her opinion it would be most helpful if Agency representatives could meet with NSA representatives and suggest appropriate changes in NSA procedures and policies which apparently have not changed since 1966. She advised that "the Committee has no complaint about the Agency but the Agency is continually dragged into the matter by association with NSA." NSA in the Committee's view has had many serious offenses and unfortunately does not appear to have taken any action to correct underlying causes. She stated specifically that it would be most helpful if NSA could show some'+attempt of good faith" to correct "areas" that have been criticized. 3. In conclusion, Miss MacNaughton indicated that she would call after completion of the Subcommittee hearin and let me'know what developed.
