The 0CI Area concerned should automatically and without further instructions or delay produce a brief post mortem memorandum whenever a coup occurs in any of its countries or whenever there has been a sudden critical development in any of them which might open the door to charges that CIA was caught by surprise. 2. The post mortem should begin with a short summary state- ment making the appropriate point about OCIts reporting leading up to the event. If ample warning has been given, as will normally be the case, this should be forcibly indicated. The body of the post mortem should consist of a concise chronology, with quotations from OCI publications, driving home the point made in the summary. The memorandum should be prepared on bond and forwarded through the CI DDCI D D/OCI and Memo Control Officer. 3.
