NPIC Report
1. introduced the NPIC briefing
on highlights of Mission 1052 by reporting that the second
bucket provided photographic coverage during 43 operational
passes from 29 September through 7 October. There were no
major malfunctions of the camera system and approximately
70 percent of the coverage, taken at altitudes of 98-108 n. m. ,
was cloud-free. Over-all, 1052-2 was rated as an average
KH-4A mission.
2. 1 -1 referred COMIREX members to
NPIC's Mission Coverage Statistics (MCS) reports which are
published after each mission. These reports include maps
showing passes by days and give information on altitude, mission
rating, etc. MCS reports are disseminated to all recipients of
the OAK reports and suggested that COMIREX members
may want to review them if they do not already do so.
3. A summary of the highlights presented by NPIC
briefing officers and discussions during the briefings is attached
at Tab A.

4. presented an informational
briefing on the operation of the new Iris II camera which has been
used recently by SAC in OLD HEAD missions over Cuba.
He explained that the Iris II is a lightweight, compact, panoramic
optical bar camera system designed to acquire high-quality photography
from a high-altitude reconnaissance vehicle. Operational data on the
Iris II camera is attached at Tab B.

5. 1 -1 reported that OLD HEAD Mission G-100,
the first to use the Iris II, produced some extremely smeared and
doubled imagery. It was found, however, that this poor photography
was due to an exposure slit malfunction and subsequent Missions
G-101 and G-102 produced good to fair quality imagery,
6. Following briefing on the Iris II
camera system, showed photography of the Siguanea 25X1A
Cruise Missile Site, Isle of Pines, Cuba, that had been taken with
the Iris II camera system on Missions G-101 of 4 October and G-102
of 8 October, This photography clearly showed the presence of
SAMLET missiles on launchers in the revet.ted launch positions at
the Siguanea Cruise Missile Site. explained that the
Mission G-101 photography of the Siguanea'Site shown on his briefing
board would have been either at the end of the first oblique or at the
beginning of the second oblique if the usual B-camera system had been
employed on this mission. He pointed out that, whereas with the
Iris system positive identification could be made, it would have been
necessary to use "possible" or "probable" with oblique photography.
The Mission G-102 photography of Siguanea would have been well out
on the second oblique if it had been taken with the B-camera. II 25X1A
I I said that it was definitely possible to learn much more about
the site from the Iris II photography than would have been possible
with photography on the second oblique.
7. I I emphasized that the Iris II system is
new and that, though some deficiencies were detected in the initial
operational test use and processing of the film, NPIC considers the
system a distinct improvement. He noted that, while it is not
feasible to scan the Iris II photography with the natural eye because
of the small scale, the resolution potential of the new system more
than makes up for this. The Iris II photography is easier to plot
and it is easier to locate the targets.

interpretability of the entire 63 n. m. swath of Iris II photography is
good enough to be counted as satisfying the Cuba requirement. This

is in comparison with the 26 n. m. swath (to the second point on
the oblique) that has been counted with the B-camera system and
represents a significant gain. He said it is possible for one
mission to acquire stereoscopic coverage of 45 percent of the
island with the Iris II. This excludes coverage in the turns which
would be monoscopic and subject to smear.
9. The DIA Member asked if the interpretability of
Iris II photography would be more even if the aircraft were to follow
a straight rather than the present zig-zag flightpath.
said that it would be. I _J explained that there are two
basic reasons for the present type of flightpath; first, to provide
for coverage of areas that have been missed, and second, to avoid
any semblance of following a "milk-run". In answer to a query
from the Chairman, indicated that he felt it would be
appropriate for COMIREX to develop a paper on the question of
straight va zig-zag flightpaths and, if it appeared desirable, to
request that SAC look into the feasibility of flying a more direct path.
10. The Chairman asked whether SAC is using the Iris II
camera in the Far East. said that it is his under-
standing that SAC does not yet have Iris II's in the Far East but that
have been authorized. It is anticipated that SAC will be deploying
Iris II's to the Far East now that the problems encountered with the
initial operational test mission (OLD HEAD G-100) have been cleared

11. The Chairman, Exploitation Research and Development
Subcommittee, introduced the presentation on the subcommittee's
Procurement Coordinating Team. He explained that EXRAND has two
major responsibilities with regard to exploitation equipment- -first,

2. The reports presented by the DIA Member, the CIA
Member, and the Chairman, ICRS, on aircraft activities, coverage
of special targets in the Far East, and coverage against the "56-day
requirement" in Cuba are recorded in Tab E.

3. In presenting his report on satisfaction of the Cuba
requirement, I I commented that receipt of information
on mission coverage resu s has been slow. The Immediate Photo
Interpretation Report (IPIR) on OLD HEAD Mission G-100, for
example, was not issued until two weeks after the mission was flown
on 30 September. IPIRs on OLD HEAD Missions G-101 and G-102
were not out yet. I NPIC, said he would look into the
IPIR delays but assured COMIREX members that a special cable was
always sent out immediately if anything of a warning/ indications nature
was detected, irrespective of any delay that might occur in issuing an
IPIR.

members with regard to guidance for NRO on whether to fly the
remaining CORONAs at an altitude of 100 n. m. rather than at
85 n. m. He stated there had been a virtually unanimous preference
that, in view of the present circumstances of area coverage
deficiency, at least the next KH-4 mission be flown at the 100 n. m.
altitude to obtain maximum area coverage recognizin that this NRO

concurs in flying Mission 1108, which will use Standard Thin Base
film (STB), at an altitude of 100 n. m. He indicated that the question
of altitude-for Mission 1109, which is to have UTB film, will be NRO

Working Group, referred to his Working Group's proposal that
COMIREX forward a recommendation to USIB re ardin the addition

information two memoranda bearing on the MCGWG proposal. The
CIA Member also circulated a working paper which proposed changes
to the MCGWG draft. In view of the differing views expressed and
the importance of the issues involved, the Chairman requested
Ito have the proposed memorandum reconsidered by his
Working Group. agreed to have the MCGWG prepare a
new draft for submission to COMIREX at a subsequent meeting.

8. The Executive Secretary reported that no dissents
or requests for discussion had been received and therefore the
above document would be considered approved and forwarded to
USIB for noting.
Proposed Revision of a Portion of Annex C of the SI nitization and 25X1
Decontrol Manual
9. The Chairman, Sanitization and Decontrol Working
Group,(SDWG), distributed copies of a memorandum recommending
COMIREX approval of a revision of Annex C of the Manual for
Sanitization, Decontrol, and Downgrading (COMOR-D-7/44,
January 1966). The proposed revision would permit physical objects
or features identified in KEYHOLE photography to be sanitized if
ten by ten feet or greater in size. The Manual presently provides
that items eligible for sanitization must be at least 15 by 15 feet
in size.
10. The Chairman noted that the SDWG recommendation
also included the addition of a third category of T-KH-derived
information on ground force equipment that could be sanitized. He
did not feel the description of this new category was sufficiently clear
and pointed out examples of misunderstandings that could arise under
it. In the course of discussion, the Committee agreed on the scope 25X1A
of the objects intended to be covered by the new category.
then requested that the SDWG provide the Executive Secretary with
substitute wording for this category. It was agreed that, upon the
Chairman's approval of the revised description for the new category,
the memorandum could be sent to USIB as COMIREX approved.
11. While stating his concurrence in the SDWG recommendation,
the State Department Member indicated that his principal may take the
opportunity provided by the referral of this`iyte to US Ito ask again

9 October. He indicated that questions can be answered or
information amplified through members of the EXSUBCOM.
Data Base Working Group (DBWG)
2. The Chairman, DBWG, expressed the appreciation
of his Working Group for the work done by land

preparation of the recently issued paper describ the Mensuration
Parameter File (COMIREX-D-32.7/1). incommented that
this is a "first" in the Community and that it is a significant step
forward for the specialists involved in this field. The Chairman
commended the achievement.

1052, a total of 18 type III-D ICBM launch sites and one possible
launch site were newly identified at that IRBM complex on the second
bucket. This brings the total of III-D launch sites at Pervomaysk to
25 plus one possible and one training site. In answer to a question

single silos were identified on the first bucket of 1052 and two additional
launch sites were located on the second bucket. This brings the number
of III-D sites deployed in three groups at this complex to 26 plus one
possible, With some indications of a possible fourth group.

regard to total area coverage of Derashnya by saying that they may
have good photography of 50-60 percent of the total. Unfortunately it
has been the areas to the east and to the north of the complex that-have
been most heavily cloud-covered and these are also the areas most
suspect. I lexplained that it is approximately 175 miles from
the center of Pervomaysk to the center of Derashnya and that it is on this
prime interest area that we have the least coverage. This area was
mostly cloud-covered on Mission 1052 and Mission 1107 did not acquire
any coverage there. Coverage in May 1969 (Mission 1051) fell generally
to the east of the easternmost line of IR/MRBM deployment.

answered that they have negated some 30. He said that they are
fairly confident that there are no III-D sites west of a line drawn
from Kalinagrad to Sorensk; that they are uncertain about the area

Airfield, is 75 n. m. north-northeast of Choybalsan. A total of seven
barracks areas has been identified in Mongolia since May 1965 and
18 deployment/ dispersal airfields have been identified since August 1967.
Badger Aircraft at Bilbays Airfield, Egypt

of Badger aircraft at Bilbays Airfield in Egypt was made on Mission
1052-1 photography. He speculated that this may be an indication of a
change in the Egyptian program of dispersing Badger aircraft to
airfields in other Arab countries.

The goal of this team is very simple and is depicted on
this slide. It is envisioned that dollar savings, standardization
and dissemination of technical data on various pieces of equipment
will result in the exploitation community's receiving the best
equipment at the lowest cost with the pros and cons of individual
items being provided to each agency/DoD user resulting in the
highest quality product available. In the past individual users
operated in a vacuum, buying equipment which they could have
determined would not fulfill their needs or did not operate
satisfactorily if data from earlier purchases had been available
to them. Also the coordination of buys will take advantage of
lower costs instead of individual efforts at different times.
SLIDE #6 (page C- 12)
Pursuant to the objectives of the EXRAND Subcommittee
which provides the mechanism for free exchange of information on
exploitation and processing equipment, the mission of the PCT of the
EXRAND is to:
1. Advise and assist the EXRAND in creating an
effective interface of procurement data to facilitate economy
of operation and to satisfy mission objectives for the
intelligence community.
2. Provide a focal point wherein procurement
data may be disseminated from using organizations to the
EXRAND.
3. Develop procedures whereby procurement
actions may be coordinated to mutually assist all users in
securing standardized equipment in large buys to result in
procurement savings for the U. S. Government.

Functions of this team will basically follow the

1. Compile and provide to EXRAND lists of
those items planned for -purchase by agency/DoD components
which offer potential dollar savings through joint -procurement.
2. Provide to the various agencies/DoD
departments, through their EXRAND membership, planning
information in regard to new exploitation and processing
equipment in the R&D phase for future procurement planning.
3. Compile unsatisfactory report (UR) data
from the users regarding equipment performance for
distribution to the EXRAND members.
4. Compile and disseminate test and evaluation
(T&D) data to EXRAND regarding new equipment so that
users may insure that it will satisfy their needs prior to
procurement action.
5. Provide recommendations to EXRAND
concerning suitable replacements for equipment found to
be obsolete or obsolescent.
6. When appropriate, recommend sole-source
procurement on specific items of equipment to the EXRAND
membership.
7. Remain cognizant of the workings of the
EXRAND Technical Task Team and apply this information
as necessary.
8. On a continuing basis, members of the team
will provide information on excess processing/ exploitation
equipment made available from the community which could
be utilized by other organizations.

There are three points that I would like to stress:
1. That the workings of this team are carried
on in a very informal manner. There are minutes kept of
the meetings, but the successes will be mainly through
telephone and personal contact where trust and rapport
are more successful than signatures on letters. This is
mainly because the team carries no legal binding authority
over the agencies and services that it deals with. However,
so long as you can get people with common knowledge,
problems and mission to talk to each other - then something
good will come out of their discussions.
2. The team will not be all I repeat not all-
inclusive in procurement matters but only encompassing
enough to be able to provide basic information to procurement
people in order to save dollars for the government in those
areas which are brought to the attention of the team. This
arena is much too large so the part-time members who meet
approximately once a month can deal with only the more
important problems.
3. The accomplished results will be in proportion
to the effort put forth by the individual members.

The PCT has had its initial meeting where the team members
were provided the opportunity to meet each other and discuss the
functions and workings of the team.
It is most gratifying to report that, through individual efforts
of some members, some excellent results have already been
achieved. I would like briefly to indicate to you what some of these
functions have done for us:

1. The Navy showed interest for the purchase
of two Houston-Fearless lite tables. H-F had a few in
the warehouse with no orders. H-F was contacted and
the Navy has been offered two tables which originally listed
for $18, 000 for a price of $7, 500.
2. The development objectives for the 1540 lite
table have been provided OOAMA so that their engineers
may become familiar with our desires so that they will
know more about the table if it goes out on open bid for
purchase.
3. The Air Force went out on bid for 240 type
zoom stereomicros copes. The low bidder on the optics
and rhomboids was a manufacturer which all users had
found to be unsatisfactory. Insufficient data was available
at OOAMA in order to stop procurement.

provided T&E data on this equipment which was sufficient
to stop procurement and provide justification to purchase
the desired item.
4. The same type of action happened recently
in regard to 940 type lite tables. The lowest bidder was
not the desired manufacturer. T&E data was provided to
OOAMA from this building which indicated the table was
equal to the name-requested item. This action will result
in immediate dollar savings at contract time.
5. Air Force requested price data from Bausch &
Lomb on their 240 Dynazoom dual microscope. The cost was
approximately $30K. Discussion with B&L people and the
Washington community agencies brought to light that five of
these items were going on contract the following week. With
B&L consent, OOAMA is putting one on contract with a note
that this one item comprises a joint-buy with the five being
purchased in Washington. The cost for the item is now $12. 5K.
That is a positive saving of $17. 5K which was accomplished in
half a day with five phone calls.

What does the future hold in this area besides the very
important and obvious dollar savings? It is envisioned that
better equipment will be provided due to perhaps better competition.
Many manufacturers in the past have taken advantages of the
government procurement system because the services and agencies
never knew what each other was buying. Because, then, of these
savings and better equipment, we will want to coordinate
with one another. In this period of tight money we can get more
for less by this method. This also ties to passing T&E and UR
data among ourselves not as a requirement but as a desired mode
in order to "you scratch my back - I'll scratch yours".
We of the EXRAND hope that the goals mentioned earlier can
be realized to the betterment of all concerned. The cost of
reconnaissance and intelligence is a spiralling one. Any effort to
reduce its cost while maintaining the same output can only be looked
upon as good management.
We have made a step in the right direction. Our progress will
undoubtedly be slow because it is being accomplished on .a spare-time
basis by all those involved. I believe the successes which you have
briefly heard about today may warrant a deeper look into the problem
at a future date.
