Chief, Information and Privacy Staff
SUBJECT : Public Relations Potential in FOIA
For your information, I am enclosing herewith a memorandum
we are sending through FOIA channels to those Agency elements
which might be able to provide us with materials from which
to make public relations mileage for the Agency. While this
is a bit abnormal for us in this Staff, I feel that Mr. Anthony
Dube has given us an opportunity of the type suggested by
Mr. Knoche during his FOIA briefing, and we can well give a
try at exploiting its public relations potential. I shall
keep you advised as to how this first attempt goes.

SUBJECT Assistance to Researcher re Cuban
Missile Crisis
1. Attached herewith is a copy of a request recently
received relative to CIA assistance which might be given
toward publication of a complimentary description of the U.S.
response during the Cuban Missile Crisis. The request makes
no mention of the Freedom of Information Act but has been
accepted for processing through the Agency's mechanism for
handling FOIA requests.
2. While the requirements of FOIA call for exhaustive
search and a somewhat negative focus on information which must
be withheld for very explicit reasons of legal exemption, it
would seem that the Agency has an opportunity here to make
selective search with the more positive purpose in mind of
supporting publication of a favorable light for CIA contribu-
tions during the Crisis.
3. Please advise this office of information in your rec-
ords which would be responsive to this request and would mate-
rially assist in the researcher's effort "to make the general
public take prideful notice of the all-important role the
USAF, the Navy, the CIA, and its heroic men played in checking
this real, potential catastrophe."

For several months now I have been researching materials and records, both
public and classified, in Washington and at Maxwell AFB for a proposed;. book

Major .-Rudolph Anderson; `Jr. =-(my brother-in-law) ; wha was shot--down in his
U-2 over Cuba. But now the focus of research and interviews has been ex-
panded chiefly to exhibit, in a most complimentary light, the role of the
USAF during those pressure weeks.
Presently, I am seeking assistance from the Navy and request. direction from
you about how to proceed in securing information regarding the role-of CIA
`o-interpreters,?technicians, as well as agents at Opa-Lacka and perhaps
caking contact with three of these individuals. Types of questions, that
come to mind, for which I would especially like answers: their tremendous
task, something of their modus operandi -- enlarging frames separating one
type scar from another; what constituted screening and processing of refu-
gees at Opa-Lacka.
It is not my intention in this book to fabricate any wild tales, muddy any
waters, or embarrass anyone unless it is the Russians for their duplicity.
On the contrary, my sole purpose is to make the general public take pride-
ful notice of the all-important role the USAF, the Navy, the CIA, and its
heroic men played in checking this real, potential catastrophe.
I have had considerable assistance, direction, and support from the Air
Force, the Office of Information, and the resource persons with whom I have
been corresponding. Currently, they number 24.
Whatever help you are able to give me I will surely appreciate.

Dear Dr. Dube:
Your request to research Air Force historical records, classified
through SECRET, concerning the role of Major Rudolph Anderson,_Jr.
during the Cuban Missile Crisis of 1962, is approved.
This authorization is granted subject to the conditions and limita-
tions set forth in Attachment 1 and will expire two years from the date
of this letter. Should additional time be required, or if you need. to
research records other than identified above, further authorization will
be necessary from this office.
This approval does not permit access to classified foreign policy
rec-ords. dated after. December 31,-;:.1949,, or any records created by -by,
or- Combined Chiefs _of.- .Staff, by .other agencies= of the U. S.
Your attention is directed to the agreement you signed requiring
research notes to be turned over to the records custodian for submission
to Air Force Security Review and requiring five copies of your final
manuscript be submitted to: Chief, Office for Security Review (SAF/OIS),
Office of Information, Office of the Secretary of the Air Force,
Washington, D. C. 20330. .
The records custodians indicated in Attachment 2 have been notified
of this authorization.
