guided missiles and the latest antisubmarine weapons--
and one or two probable helicopter carriers are being
built at Baltic and Black Sea shipyards, respectively.
The construction of these ships suggests that the So-
viets are trying to improve and extend their limited
antisubmarine or amphibious warfare capabilities be-
yond the range of ground-based air support. I

Dominican Republic: Juan Bosch's electoral
intentions are still obscure.on the eve of his party's
nominating convention.
Bosch's conduct strongly suggests that he does
not really want to take on the job of ruling the country
--particularly when he feels he will be faced with the
threat of military overthrow--and is looking for a way
out of running. Nevertheless, Bosch is highly unpre-
dictable and many of his statements during recent
weeks have made him sound very much like a candidate.
Meaningful elections will not necessarily be precluded
if Bosch does not run.
On 4 April Bosch proposed that he and Balaguer
agree on a new provisional government and postpone
elections. Bosch made the proposal to a leader of
Balaguerts Reformist Party (PR), who made clear
that the PR remains fully committed to holding elec-
tions on 1 June.
On 5 April Bosch broke off while filming a tele-
vision interview, saying of the elections, "there is no
use going on with this farce; the Americans do not
want elections and the situation here is impossible. "
He made similar statements to the British ambassador,
asserting that terrorism was still being practiced
against Dominican Revolutionary Party (PRD) mem-
bers and accusing the US of not being prepared to
allow him to govern should he win.]
Bosch has suggested that Caamano be a presi-
dential or vice-presidential candidate on the PRD
ticket. However, Caamano replied publicly that he
has no political ambitions and privately told Bosch
supporters that while he would accept a military post--
possibly minister of defense--he would not accept a
political position.

Bosch's intentions should be clearer after the
party convention this weekend. He has expressed
fears that violence will break out, but the US Embassy
reports that the new police and military chiefs appear
determined to prevent any major flare-up. ~

NOTES
India: The violence which erupted in West Bengal
State during the 24-hour strike on 6-7 April may con-
tinue for several days. The leftist-instigated strike--
ostensibly protesting the government's food-distribu-
tion policies but motivated largely by political con-
siderations--is not likely to spread to neighboring
states. Leftist parties in West Bengal, including the
Communists, are concerting their efforts to discredit
the Congress Party government in anticipation of the
February 1967 general elections. Their campaign may
intensify in the late spring and summer months as the
food crisis deepens.

Bolivia: Demonstrations by the Nationalist Revo-
lutionary Movement (MNR) in La Paz tomorrow may
degenerate into violence. The MNR is said to plan
peaceful demonstrations to commemorate its revolu-
tion of 1952, but other political groups are reported
striving to build tensions and will probably try to pro-
voke armed clashes with security forces. General
Barrientos plans to bring a large delegation of peasants
into La Paz in a show of political strength. A clash - 25X1
between this group and the demonstrators is possible .1
