COMMUNIST CHINA - US: The first firm invitation
to an Amex can company toto attend the October trade
fair in Canton was received on 24 September by a US
manufacturer of heavy-duty construction and earth-
moving machinery. The Chinese, have shown particular
interest in the firm's logging' equipment, suggesting
that Peking may allow the company to go beyond mere
observer status and permit it to conclude contracts.
The firm, eager to break into the China market, has
indicated to Peking its willingness to be represented
at the fair by a non-American. At least one other
major U5 com an believes it will be invited to the
fair.

EA5T GERMANY WEST GERMANY: The Soviets have
proposed a formula to bypass the dispute over the
German translation of the Berlin agreement's provi-
sion regarding West Berlin ties to West Germany, an
argument that has held up t.hE~ inter-German talks .
A Soviet diplomat has suggested to a member of the
US mission in Berlin that the best solution would
be for each German state to :stand by its own trans-
lation and not q~a~estion the other's version. The
Soviet diplomat indicated that Pankow might then be
flexible when the. inter-German talks get down to
substantive matters. If Bonn would agree not to
dispute the looser connection between West Berlin
and the Federal Republic implied by the East German
text, Pankow would be able to claim that its sover-
eign rights have been respected.
