The Soviet diplomat indicated that Pankow might then be flexible when the. inter-German talks get down to substantive matters. If Bonn would agree not to dispute the looser connection between West Berlin and the Federal Republic implied by the East German text, Pankow would be able to claim that its sover- eign rights have been respected. 25 Sep 71 Central Intelligeru;e Btdletin Approved Far Release 2006/10106 :CIA-RaP79T00975A0201g0040002-1 Approved For Release 2006/10106 :CIA-RDP79T00975A020100040002-1 Top Secret Top Secret Approved Far Release 2006110!06:CIA-RDP79T00975A020100040002-1
