This is his longest absence in six years. The only two recorded gaps in his appearances which exceeded weeks in 1959-60. The current absence of the 72-year-old leader has been accompanied by an unprecedented and growing out- pouring of emotional, idolatrous propaganda, suggesting concern in the party's top ranks. Extreme claims for Mao's wisdom have now become common. Mao's thoughts are acclaimed as "the highest expression of contemporary Marxism-Leninism," and each of Mao's words is said to be worth 10, 000 words of other men. The "epoch of Marx and Engels" and the "epoch of Lenin and Stalin" are proclaimed to have been succeeded by the "epoch of Mao Tse-tung" during which Communism will attain world-wide victory. Passages in this new wave of propaganda contain occasional reminders thatLiu Shao-chi, Mao's chief lieu- tenant in, the party, is still the designated heir to Mao's power and authority. For example, the latest in a long succession of eulogized folk heroes, a party official who died of cancer, reportedly spent his last days studying not only Mao's works but also Liu Shao-chi's major work, "How To Be a Good Communist. " This is the first time the name of Liu as well as Mao has been linked to one of these eulogized heroes. Yesterday the dominant moderate group reconstituted the party's legislative body, probably in order to eliminate most supporters of its rival faction, which is dominated by army officers. This is the second setback the radicals have suffered at the hands of the moderates since De- cember. The radicals eportedly ha een p nning confront the civilians at a party onference but now ma tr to seize power instead Belgium: The naming of Socialist leader Achille van Acker to advise the King on formation of a new cabinet is a first step toward resolving the cabinet crisis. In view of continued tension between the former Catholic and Socialist coalition partners and the refusal on 14 February of the Liberal Party to help solve the problem, the crisis is likely to be protracted. Eventually new elections may prove nec- essar . 25X1 25X1 ME I 16 Feb 66 10 Approved For Release 2003/05/16 : CIA-RDP79T00975AO08800070001-7 Approved'r lease 2003/05/16 : CIA-RDP79T00975 008800070001-7 THE PRESIDENT Executive Offices of the White House Special Counsel to the President The Special Assistant for National Security Affairs The Scientific Adviser to the President The Director of the Budget The Department of State The Secretary of State The Under Secretary of State The Under Secretary of State for Political Affairs The Deputy Under Secretary of State for Political Affairs The Counselor and Chairman of the Policy Planning Council The Director of Intelligence and Research The Treasury Department The Secretary of the Treasury The Under Secretary of the Treasury The Department of Defense The Secretary of Defense The Deputy Secretary of Defense The Secretary of the Army The Secretary of the Navy The Secretary of the Air Force The Assistant Secretary of Defense (International Security Affairs) The Chairman, The Joint Chiefs of Staff Chief of Naval Operations, United States Navy Chief of Staff, United States Air Force Chief of Staff, United States Army Commandant, United States Marine Corps U.S. Rep., Military Committee and Standing Group, NATO Supreme Allied Commander, Europe Commander in Chief, Pacific Commander in Chief, Atlantic The Director, Defense Intelligence Agency The Director, The Joint Staff The Assistant Chief of Staff for Intelligence, Department of Army The Director of Naval Intelligence, Department of Navy The Assistant Chief of Staff, Intelligence, Department of the Air Force The Department of Justice The Attorney General The Federal Bureau of Investigation The Director National Aeronautics and Space Administration The Administrator The Atomic Energy Commission The Chairman The National Security Agency The Director The United States Information Agency The Director The National Indications Center The Director 25X1 25X1 Approved For Release 2003/05/16 : CIA-RDP79T00975A008800070001-7 Approved For Release / T00975AO'08800070001-7 TOP SECRET Approved For Release 2003/05/16 : CIA-RDP79T00975A008800070001-7
