SUBJECT "Reform Through Labor" Convicts in
Chinese Communist. Northwest Provinces
In May 1953, the public security departments of the Northwest provinces
redistributed the labor work fpx the "Reform Through Labor" convicts within
their Jurisdiction. In late.J~lrie, the labor work chiefly consisted of lend
reclamation, lumbering, mining, and road construction. Work previously
done by the convicts included the making of cloth shoes, sockq,-;towe1q,
bedclothes Ind other handicraft products.; In June the projects included
the following:
