Currently Manager of the For East Exploration Division of Esso Exploration Inc., responsible
for the technical evaluation of exploration programs for oil and gas in frontier and contract
areas in the For East including China.
Began career with Exxon in 1961 as a geologist in Corpus Christi, Texas. After various
assignments in Texas, was appointed District Production Geologist in Hobbs, New Mexico
in 1968. Subsequently became a Planning Analyst in 1971 with Esso Exploration Inc.
Following this assignment, in December 1973, was appointed Geological Manager of the
Europe/Africa region in Walton-on-Thames, England. In 1977 became Manager of the
Frontier Division of Esso Exploration Inc. in Houston, and in 1978 was appointed Chief
Geologist. Mr. Champeny assumed his current position of Manager of the For East Explora-
tion Division in June of 1979.
He is a member of the American Association of Petroleum Geologists, Certified Petroleum
Geologists, Sigma Xi Scientific Research Society, and the Houston Geological Society.

Houston Area of the Exploration and Production (E&P)
Organization after earning a B.S. in Petroleum Engineering
from the Missouri School of Mines. After E&P Engineer-
ing assignments of increasing responsibility in Houston,
Kansas, Illinois, Oklahoma, and Louisiana, he became
Manager Natural Gas Sales in the Southern Region in
1971, and Manager Natural Gas Marketing in 1974. In
1975, he joined Head Office - E&P first as Manager
Natural Gas Sales then in 1979 as Manager Regulatory
Affairs. Five months later, he was named to his present

Since 1977, Mr. Clay has been Division Manager in Marathon Pipe Line's
Western Division. His responsibilities include managing the Western
Division Operations and administering the company policies throughout the
Division. He also serves as a representative of the Pipe Line in promoting
new business and the interests of the company.
Prior to his appointment as Western Division Manager, he held the position
of Manager of Purchasing for Marathon Oil Company. After joining Marathon
Pipe Line Company in 1961 as an Associate Engineer, he served in a series
of Engineering and Supervisory positions before being named Manager of
Engineering and Planning in the Crude Oil Trading and Transportation Organi-
zation in 1972. In 1974 he was appointed Joint Interest Manager.
Mr. Clay presently resides at 3740 South Coffman, Casper, Wyoming with his
family. He is registered as a Professional Engineer in Ohio, Indiana and
Illinois. Presently, he serves as Vice President of Transportation for the
Petroleum Association of Wyoming.

Since October, 1978, Mr. Cobb has been Public Relations
Manager for the Mobile District for South Central Bell. He
is responsible for all media contacts in the six-county
district and has responsibilities for liasion with elected
state legislators.
Mr. Cobb joined South Central Bell in 1969 after graduation
from The University of Montevallo. He worked in various loca-
tions in Alabama in the Residence Department and in January 1978
was appointed Public Affairs Manager, having responsibilities
for liasion with The Alabama State Legislature. In October,
1978, he was appointed Public Relations Manager for the Mobile
District.
Mr. Cobb is a member of the United States Marine Corps Reserve,
Public Relations Council of Alabama, Associated Industries of
Alabama, and The Board of Directors-Gulf Coast Area Red Cross.

Robert L. Everett is Assistant Director in the Automotive Emission Control
section of General Motors Environmental Activities Staff. He was born in
Duquesne, Pennsylvania and is a graduate of the University of Pittsburgh in
Mechanical Engineering.
Mr. Everett joined General Motors in 1957 where over a fifteen year period
he held several engineering positions in the Fuels and Lubricants Department
of the GM Research Laboratories. His general work experience at the
Laboratories involved engine-fuel relationships. Specifically, his work related
to abnormal engine combustion, emissions, carburetion and liaison with the
petroleum industry.
Mr. Everett transferred to Environmental Activities Staff in 1973 where he has
held several positions primarily involved in coordinating technical responses to
proposed EPA emissions regulations. He was promoted to his present position
in January, 1977 with responsibilities for Federal Regulatory, Compliance and
Service Activities as related to vehicle emissions.

Presently Mr. Flack is Manufacturing Manager for Product Line 98,
Desktop Computer Division of Hewlett-Packard Company. He has responsi-
bility for managing a Production Engineering Department, three Produc-
tion Departments, a Materials Department, and a Singapore Production
Operation (manages 500+ employees).
Mr. Flack joined Hewlett-Packard in Palo Alto, California, in July 1961.
He transferred from Palo Alto to Loveland, Colorado, in 1966. He has
been employed as an Accounting Manager, then Materials Manager, and
currently as Manufacturing Manager (for the past four years). He was
employed at Ampex Corporation, Redwood City, California, from July 1959
to July 1961.
Mr. Flack is Chairman of the Congregation of Zion Lutheran Church (1400
members) in Loveland, Colorado.

Mr. Garrity earned an AB Degree in Economics from
Bucknell University in 1963 and a Masters Degree in Business
Administration in 1964 from Bucknell.
He is presently Sales & Marketing Manager for Corning
Electronics Worldwide, reporting to the V.P. & General Manager
of the Division of Corning Glass Works. Corning Electronics
is engaged in the manufacture, marketing, and sale of passive
electronic components (resistors, capacitors, and networks) on
a worldwide basis. In his present position, he is responsible
for the day-to-day marketing efforts as well as direction for
future product extensions, new products, and/or market accesses.
He is also responsible for the active sale of the products
manufactured to include: advertising, promotion, contract
negotiation, service, etc.
After graduating from Bucknell, Mr. Garrity joined
the U.S. Army Military Police Corp. He was a 1st. Lt.
and served on Okinawa in 1965-66. He joined Corning Glass
Works in late, 1966 and held positions of Shift Supervisor,
Section Supervisor, Department Head, Production Superintendent,
and Plant Manager of our Bradford, Pa. components Plant. He
was appointed Plant Manager of our Charleroi, Pa. Consumer
Products Plant in 1976 and held that position until April of
this year.
He played three years of Varsity Football as a QuarterLack
at Bucknell as well as served as Assistant Football Coach at
Bucknell in 1964. He has been President of the Bradford
Industrial Development Corporation, Bradford United Way
Chairman, and Bradford Y.M.C.A. Director. While in Charleroi,
he was Chairman of the Mon Valley United Way and served on the
Board of Directors of the Mon Valley Hospital, Chamber of Commerce,
and Mon Valley Progress Council. He was Fund Chairman for the
Mon Valley Boy Scouts and a Financial Committee member at
Belle Vernon School District.
In his new position, he is becoming active in The
Electronic Industries Association.

Mr. Gribling is a registered Lobbyist in the State of Oreqon
and represents Pacific Northwest Bell to elected local, State
and Federal officials.
He has been with Pacific Northwest Bell and its predecessor,
Pacific Telephone, in Portland and Seattle for thirty three
years. He began his telephone career as a splicer's helper
at Portland in 1946 following discharge from the U. S. Navy.
Since then he has worked in the company's business office
and directory departments before joining the Consumer Affairs
department in 1971 as a General Tax Representative.
Mr. Gribling is active in service and civic organizations.
His memberships include, Board President Oregon Telco Credit
Union, Oregon Credit Union League, Lake Oswego Babe Ruth,

Mr. Hall joined Morgan Guaranty in 1963 and was assigned
to the Trust and Investment Division where he was a member of
the Trust Committee and had responsibilities for fixed income
investments held in pension and profit-sharing accounts. In
1976 he was appointed head of the bank's Public Finance
Department and was a member of the general management group
of the Treasurer's Division.

Since 1978 Mr. Kafka has been Manager - Copper Sales for Asarco.
In this capacity he has been responsible for the marketing of refined
copper into both domestic and foreign markets.
Mr. Kafka joined Asarco's Central Research Department in 1964 following
graduation from Lafayette College. He worked primarily on projects
related to the production and product development of zinc and zinc
alloys. In 1973 Mr. Kafka was transferred to the Sales Department
where he first worked in the Zinc Sales section and then in 1975
switched to the Copper Sales section..
Mr. Kafka is a member of the American Society for Metals; American
Institute of Mining, Metallurgical and Petroleum Engineers; International
Copper Research Association and the Copper Club.

Since June 1977 Mr. King has been Manager of Marathon's Michigan
Refining Division. He is responsible for all of Marathon's refining
operations in Michigan. The Division employs approximately 475
people and processes approximately 68,000 barrels of crude oil
per day. The refinery manufactures gasolines, fuel oils, liquid
petroleum gases, asphalt and sulfur.
Mr. King joined Marathon's Pipeline Engineering Department at Casper,
Wyoming in 1961 after graduation from the University of Wyoming and
worked throughout the Western Division for five years. In early 1966,
he transferred to Burghausen, Germany,-and held various engineering
and supervisory positions related to the construction and start-up
of Marathon's pipelines and Petrochemical Refinery in Bavaria. Upon
return to the United States in 1971, he served as a Senior Engineer
with the Crude Oil Trading and Transportation organization. in mid-
1973, he was appointed Manager of the Technical Service Department in
the Michigan Refining Division and, subsequently, served as Manager
of the Engineering and Maintenance Departments prior to being
appointed Manager of Marathon's Corporate Risk Division in January,
1977.
Mr. King is a member of the American Petroleum Institute.

In July, 1979, Mr. Ligon became President of Rea Magnet Wire Company,
a wholly-owned subsidiary of the Aluminum Company of America.
After graduating as an Industrial Engineer from Georgia Tech in 1959,
Mr. Ligon joined Alcoa at their Alcoa Tennessee operations and worked
as an Industrial Engineer for several years. He later had several
assignments as a Production Supervisor and Production Superintendent
in Alcoa's fabricating plant.
In 1970, he transferred to the Sales-Marketing Department in Pittsburgh
and had several marketing and field sales assignments in both Pittsburgh
and Allentown, Pennsylvania, over the next few years.
In 1976, he became General Manager of the Fastener Division and Works
Manager of the Lancaster Plant in Lancaster, Pennsylvania.
In 1978, he became General Manager of Alcoa's Extrusion Tube Division
and approximately six months later came to Rea Magnet Wire as the President.

REGINALD G. LOW (Reg)

Claremont, Calif. (1968); Currently enrolled in PHD Program,
Claremont Graduate School.
Since 1977 Mr. Low has been Director of Design Engineering at General
Dynamics, Pomona Division. In this position he directs the activities
of over 850 professional and technical support personnel involved in
the design development of radar guided missiles, electro-optical guided
missiles and gun fire control systems. This includes all facets of the
design process; sensors, guidance and control; mechanical and airframe
design. Mr. Low is also responsible for directing the activities of
the Microelectronics Laboratory.
Prior to his current position Mr. Low served a tour of duty in each
position within the Engineering Department from Electronics Engineer
up to Engineering Manager. Mr. Low also served a tour of duty in
Program Management. From 1972 to 1974 he was Program Manager of the
Seekbat Program. This Air Force program was successfully concluded
in 1974 where upon Mr. Low was reassigned as Assistant Program Director,
Army Man Portable Systems; a position he held until his current assignment.
Mr. Low is a member of the American Institute of Aeronautics and
Astronautics. He currently serves on their Technical Committee on
Computers.

Recently Mr. Marsh was named Manager, Corporate Financial Reporting,
where he is responsible for the preparation of consolidated financial
information, financial reporting to general management, the Board of
Directors, Shareholders, the general public, and a number of govern-
mental and regulating agencies.
Mr. Marsh joined the Eastman Kodak Company in 1967 after 4/ years'
service as a USAF pilot, and 1/ years with the Corning Glass Works.
During this time he has held several assignments in the Financial
organization. Prior to his present assignment, Mr. Marsh was Manager
of Financial Planning and Reporting for the International Photographic
Division since 1977.

Mr. Mattson is an attorney and a certified public accountant. He
received a BS in Economics from the University of Pennsylvania
(Wharton School), a LLB and LLM (Taxation) from New York University
Law School and worked toward a PhD in International Economics at
New York University.
As a Director of Taxes, his primary responsibility is for planning
and development of tax practices of IBM relating to its posture
with the U.S. Government. He also serves on, and represents IBM
in conjunction with Governmental Programs, the taxation committees
of various business associations.
Mr. Mattson joined IBM at its World Trade Headquarters on May 1,
1967. He held a number of international tax management positions
in IBM World Trade. In July 1973 he was named Corporate Tax Counsel
at IBM's Corporate Headquarters in Armonk, where he has also held
the position of Director of Income Taxes and Director of Taxes-U.S.
Before joining IBM he had private experience as a tax lawyer and
also in a large public accounting firm.
Mr. Mattson has published tax articles in a number of journals, in-

Mr. Pike received his secondary education in the public
schools of Fort Collins, Colorado. He attended the U.S. Naval
Academy, graduating with a BS degree in 1952. After six years
of service in the U.S. Navy, he attended Harvard Business School
receiving a MBA degree in 1960.
Since 1960, Mr. Pike has been employed by Morgan Guaranty
Trust Company of New York. His current position is Chairman of
the Credit Policy Committee. His duties include formulation of
credit policies of the bank, maintenance of quality standards
in the loan portfolio of the bank, and supervision of credit
extension procedures.
From 1952 to 1960 Mr. Pike served in the U.S. Navy.
Assignments included duty on a destroyer in the Far East during
the Korean War, aboard a cruiser in'the 6th-Fleet in the
Mediterranean and as an Aide and Flag Lieutenant to the Admiral
Commanding U.S. Amphibious forces in the Mediterranean.
After attending Harvard Business School from 1958-1960
Mr. Pike joined Morgan Guaranty Trust Company. He was appointed
an Assistant Treasurer in 1962, Assistant Vice President in
1964, Vice President in 1966, Senior Vice President in 1971,

Mr. Shobert joined Du Pont's Engineering Department, Engineering
Service Division, in 1951. From 1951 through 1968, he had engi-
neering and management assignments at the following Company plants
nad laboratories: Carney's Point, New Jersey; Elastomer Chemicals
Research Laboratory at Chambers Works, New Jersey; the Houston,
Texas Plant; and the home office of the Engineering Department at
the Louviers Building in Newark, Delaware. From 1968 through
1971, he was manufacturing superintendent for the continuous
filament facilities at the Textile Fibers Department's Kinston,
North Carolina Plant. From 1972 to present, he has had a series
of management responsiblities in the Design Division, being
promoted to Design Project Manager in 1974, Design Manager in 1977,
and his present position in 1978.

Mr. Tucker graduated from the University of Oklahoma in 1958, receiving a
Bachelor of Science Degree in Geology. In 1961, after serving for three years
as an.infantry officer in the United States Marine Corps at several locations
in the United States and Far Eastern area, he joined Exxon Company, U.S.A.,
then Humble Oil & Refining Company, as a Junior Geologist in Midland, Texas.
His present assignment is Division Manager of Exxon Company, U.S.A.'s
Southwestern Exploration Division in Midland, Texas. This division is responsible
for the planning and implementation of Exxon's exploration program in all or parts
of ten southwestern and mid-continent area states, including north and west Texas,
New Mexico, Oklahoma, Kansas, and Arkansas.
After a variety of assignments throughout the early 1960's in exploration and
production geology at several locations in west Texa6 and southeastern New Mexico,
he transferred to Houston in 1966 as Staff Geologist for the Chief Production
Geologist. In 1967 he transferred to New Orleans as Supervisory Geologist in
the Louisiana Offshore Production District, and was named District Production
Geologist of that District in 1969. He transferred to the Kingsville (Texas)
District in 1971, again as District Production Geologist, and in 1972 was named as
Division Production Geologist of Exxon's Western Production Division in
Los Angeles. In 1975, he returned to New Orleans as Geological Manager of the
Southeastern Exploration Division. He transferred to Anchorage, Alaska, in 1976
as Assistant Division Manager of the Offshore/Alaska Division. He was named to
his present assignment as Division Manager of the Southwestern Exploration
Division in Midland in late 1977.
Mr. Tucker is a member of AAPG, API, Mid-Continent Oil & Gas Association,
New Mexico Oil & Gas Association, and Chamber of Commerce, Midland.

IN FOREIGN INTE~.LIGENCE ACTIVITIES
Successful and efficiently conducted foreign intelligence
activities are essential to the national security of the United States.
These depend i rn large part upon concealment of relationships be ;r en
components of the United States Government that carry out those
activities, and certain of their employees and other persons. the
disclosure of such relationships to unauthorized persons is detrimental
to the successful and efficient conduct of foreign intelligence and
counterintelligence activities. Individuals who have a concealed
relationship with foreign intelligence components of the United States
may be exposed to physical danger if their identities are disclosed to
unauthorized persons.
The entire Membership of the House Permanent Select Committee on
Intelligence has 'introduced H.R. 5615, the "Intelligence Identities
Protection Act" to deal with the serious problem of unauthorized
disclosure of information identifying certain individuals engaged
or assisting in foreign intelligence activities.
This is a carefully crafted and narrowly drawn bill which comes
to grips with the full extent of the problem by providing criminal
penalties for anyone who makes the proscribed unauthorized disclosure,
providing he acts"with intent to impair or impede the foreign
intelligence activities of the United States." The bill specifically
protects disclosures to the two intelligence oversight committees.
The bill thus provides an urgently needed deterrent without
impairing legitimate exercise of civil and Constitutional rights or
interferring with Congressional oversight. The HPSCI has scheduled
hearings on the bill for 30 and 31 January.
