MEMORANDUM FOR: Acting Director of Central Intelligence

SUBJECT Study of the Use and Effect of Econ
Sanctions Requested by Judge Clark I
1. Action Requested: Your signature on a reply to a
memorandum from Judge Clark requesting the Agency to undertake a
historical and conceptual study of the use of economic sanctions
and their effect in a variety of political settings.
2. Background: On 7 August Judge Clark requested that the
Agency undertake a broad based study of the use of economic
sanctions and their effect in a variety of political settings. I
have assigned to the Office of Global Issues responsibility for
undertaking this study. I expect the study to be completed in
early November. Case studies, crucial to the heart of the
analysis, will be undertaken by various DDI regional offices.
OGI analysts, in addition to putting the final paper together,
will complement these studies by a series of interviews with
government and ex-government officials involved in past sanctions
and individuals who have analyzed and written on this topic. OGI
discussions with Norm Bailey, Senior Director, National Security
Planning, NSC, indicate a decided preference for an in-depth
analysis over a quick response. Dr. Bailey had no problem with
the early November delivery date cited in your letter to Judge
Clark.
